PURPOSE OF THE UNIT STANDARD 
This unit is for learners in the field of policing who are involved in ensuring an effective administrative process in respect of impounded vehicles at the Vehicle Safeguarding Sections (VSS).

A person credited with this unit standard will be able to:
  • Acknowledge receipt/record the VSS file.
  • Interact with the vehicle owner and the original investigating officer.
  • Maintain the chain of events within the VSS file.
  • Update information on the relevant computer systems.
  • Affix the unique numbers and take photographs thereof.
  • Administer the compacting process at the VSS.

    This unit standard will contribute to the full development of any learner within the safety in society environment and more especially within the policing environment by providing recognition, further mobility and transportability within the field. The skills, knowledge and understanding demonstrated within this unit standard are essential for social and economic transformation and upliftment within the safety in society environment.

    UNIT STANDARD RANGE 
    This unit standard applies to persons in the field of safety in society and more specifically the policing environment with a level of authority that will allow them to take decisions independently. 

    Specific Outcomes and Assessment Criteria: 

    SPECIFIC OUTCOME 1 
    Acknowledge receipt and record the VSS file. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The VSS file is received from the identification team according to relevant organizational policies and procedures. 

    ASSESSMENT CRITERION 2 
    The VSS file is acknowledged after assignment in the relevant register according to relevant organizational policies and procedures. 

    ASSESSMENT CRITERION 3 
    The VSS file is recorded in the relevant register according to relevant organizational policies and procedures. 

    SPECIFIC OUTCOME 2 
    Interact with the vehicle owner and the original investigating officer. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The original investigator is informed of the recovery by the VSS investigating officer in respect of an identified vehicle in writing or telephonically according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 2 
    The lawful owner is contacted to collect his or her vehicle in order to expedite the disposal of an identified vehicle according to organizational procedures. 

    ASSESSMENT CRITERION 3 
    The vehicle is disposed of within thirty (30) calendar days from the date on which the notice was issued according to organizational policies and procedures as well as the Criminal Procedure Act, 1977 (Act no 51 of 1977). 

    ASSESSMENT CRITERION 4 
    A positive identification is obtained and all relevant documentation is completed from the legal owner according to organizational policies and procedures. 

    ASSESSMENT CRITERION 5 
    Unidentified vehicles and the so-called "exceptional vehicles" are disposed of according to organizational policies and procedures as well as relevant legislation. 

    SPECIFIC OUTCOME 3 
    Maintain the chain of events within the VSS file. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Statements are obtained regarding the vehicle and filed in the VSS file according to organizational policies and procedures. 

    ASSESSMENT CRITERION 2 
    All investigation activities is recorded in the VSS file according to organizational policies and procedures. 

    ASSESSMENT CRITERION 3 
    All documentation is dealt with according to organizational policies and procedures. 

    ASSESSMENT CRITERION 4 
    The VSS file is submitted for inspections according to organizational policies and procedures. 

    ASSESSMENT CRITERION 5 
    The closing of the VSS file is submitted and dealt with according to organizational policies and procedures. 

    SPECIFIC OUTCOME 4 
    Update information on the relevant computer systems. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The information regarding the vehicle is updated on the Property Control System according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 2 
    An identified sought vehicle is cancelled in the first phase on the Circulation System (Vehicles) as soon as the vehicle is recognized by its lawful owner according to relevant legislation and organizational policies and procedures. 

    SPECIFIC OUTCOME 5 
    Affix the unique numbers and take photographs thereof. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    An indemnity from the lawful owner permitting the affixing of the unique numbers is obtained and the unique number is stamped according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 2 
    Photos of the stamped unique number are taken according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 3 
    A statement in respect of the unique numbers and the location where stamped is submitted according to relevant legislation and organizational policies and procedures. 

    SPECIFIC OUTCOME 6 
    Administer the compacting process at the VSS. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The physical vehicle, parts, accessories are compared and verified to ensure that it is indeed the vehicle, parts, accessories to be compacted as stipulated in the VSS file according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 2 
    A list of all vehicle, parts, accessories to be compacted is compiled according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 3 
    The relocation of vehicles, parts, accessories to the compacting site is monitored according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 4 
    Vehicle, parts, accessories are marked according to the compacting list and photographs taken thereof according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 5 
    Photographs of vehicles, parts, accessories are taken prior to compacting according to relevant legislation and organizational policies and procedures. 

    ASSESSMENT CRITERION 6 
    Photographs of vehicles, parts, accessories are taken after compacting according to relevant legislation and organizational policies and procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures.

    The standard describes competent performance in doing physical techniques that will enhance their job performance, and lay down the criteria by which competence should be judged, as well as the range of circumstances in which competence should be demonstrated.
    Integrated assessment methods and tools will allow the candidate to demonstrate that he has acquired knowledge of and can safely and effectively apply competence identified in this unit standard.

    These methods must be carefully selected based on the purpose of the assessment (For example, the written method of assessing knowledge or in service demonstration of practical competence). The assessment must integrate a number of different methods in order to give the assessor reliable and valid proof of competence and evidence of required attributes.

    This unit standard should develop learners who demonstrate:
  • A foundational knowledge base as indicated in the embedded knowledge component;
  • An understanding of the discipline/field's fundamental terms, rules, concepts and principles;
  • Familiarity with some of the essential procedures, operations and techniques of this field;
