PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for employees in the Craft sector and related fields. Learners accredited with this standard will be able to select and contract service providers for delivery of services, or products related to the production of craft products.

Credited learners are able to:
  • Identify and verify the nature of service provision required.
  • Draft basic terms of reference to outline the nature of the service provision.
  • Utilise the most appropriate tool to source applications from prospective service providers.
  • Contract the service providers.

    It is assumed that learners are competent in:
  • Communication, NQF Level 4.
  • Mathematical Literacy, NQF Level 4.

    UNIT STANDARD RANGE 
    The following statements provide a general guide to the scope and complexity of the competence expected of the learner:
  • The learner is able to set up contracts in order to ensure the smooth operation of the craft production process. The context condition under which a learner is expected to perform is related to the operational requirements of the craft enterprise and will not exclude processes outside the actual production line.

    SPECIFIC OUTCOME 1 
    Identify and verify the need to contract service providers. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The nature of services to be provided, related to requirements of the craft enterprise, is identified with a view to obtaining an outside provider to deliver the service. 

    ASSESSMENT CRITERION 2 
    Service providers are identified and evaluated in order to make a selection. 

    ASSESSMENT CRITERION 3 
    Relevant stakeholders and role players are informed and their input incorporated regarding the appropriateness of the need for service providers. 

    SPECIFIC OUTCOME 2 
    Draft Basic Terms of Reference (ToR) to outline the nature of the service provision required. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The nature of the service provision is divided into relevant clusters in accordance with the nature of the services. 

    ASSESSMENT CRITERION 2 
    The specifications for the services required are outlined for possible service providers. 

    ASSESSMENT CRITERION 3 
    Specifications are filed and stored for finalisation of contracts. 

    SPECIFIC OUTCOME 3 
    Source and contract appropriate service providers.

    Most appropriate method to source the providers is identified for future use. 

    ASSESSMENT CRITERION 2 
    Most appropriate method to source the providers is implemented when required 

    ASSESSMENT CRITERION 3 
    Applications/tenders assessed for most appropriate provider that meets needs. 

    ASSESSMENT CRITERION 4 
    Recommendations are made as to the most appropriate provider. 

    ASSESSMENT CRITERION 5 
    The service provider agreement is signed by appropriate authority figure. 

    ASSESSMENT CRITERION 6 
    The decision of the appointment team is conveyed to all contractors in writing. 

    SPECIFIC OUTCOME 4 
    Monitor the delivery of service providers. 

    ASSESSMENT CRITERIA

    Delivery according to the contract is checked against the agreed criteria, e.g. quality, on time delivery, etc. 

    ASSESSMENT CRITERION 2 
    Follow-up with the service provider is documented accurately. 

    ASSESSMENT CRITERION 3 
    A back-up plan is developed and in place in case of non delivery. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Assessment of learner achievements takes place at providers accredited by a relevant ETQA (RSA, 1998b) for the provision of programs that result in the outcomes specified for this unit standard.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with a relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider with a relevant ETQA.
  • The relevant ETQA according to the moderation guidelines and the agreed ETQA procedures will oversee moderation of assessment and is responsible for moderation of learner achievements of learners who meet the requirements of this unit standard.
