PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard is able to facilitate effective vehicle allocation and use in the public services sector of South Africa. This unit standard furthermore intends to empower individuals involved in these and related disciplines, to implement fundamental knowledge in their day-to-day activities and decision-making processes in the workplace.

The qualifying learner is capable of:
  • Complying with organisational standard operating procedures
  • Access and interpret information on the request for vehicle allocation
  • Plan and schedule vehicle utilisation
  • Issue vehicles as per approved requests
  • Receive vehicles upon return to the pool
  • Institute vehicle maintenance procedures

    It is assumed that learners accessing this unit standard are competent in:

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The organisations standard operating procedures with regard to vehicle allocation are explained in written format. 

    ASSESSMENT CRITERION 2 
    The organisations standard operating procedures are analysed and a report is written with regard to the efficiency and effectiveness of the procedures. 

    ASSESSMENT CRITERION 3 
    Compliance with the organisations standard operating procedures is proven by providing relevant evidence of vehicle allocation activities instituted. 

    SPECIFIC OUTCOME 2 
    Access and interpret information on the request for vehicle allocation. 
    OUTCOME RANGE 
    Vehicle allocation refers to providing a vehicle from the pool on a trip-to-trip basis, allocating the vehicle permanently or for a lengthy period of time to a position/department, providing the assistance with the provisioning of a subsidy vehicle to an individual. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The composition and size of present vehicle fleet is determined by providing fleet stock levels in written format. 

    ASSESSMENT CRITERION 2 
    The composition of the fleet is explained by providing examples. 

    ASSESSMENT CRITERION 3 
    The availability of the requested type of vehicle is determined taking organisational requirements, Policies and standard operating procedures into consideration. 

    ASSESSMENT CRITERION 4 
    The customer is informed of the decision regarding the vehicle request by following organisational communication protocols. 

    SPECIFIC OUTCOME 3 
    Plan and schedule vehicle utilisation. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The request for vehicle utilisation is to be analysed by ensuring correct information is provided by the customer so as to determine trip requirements. 

    ASSESSMENT CRITERION 2 
    The type of vehicle for the trip is to be determined by providing examples of types of vehicles suitable for the specific trip. 

    ASSESSMENT CRITERION 3 
    The availability of the type of vehicle is to be determined by checking the stock levels and serviceability of pool vehicles. 
    ASSESSMENT CRITERION RANGE 
    Pool vehicles are vehicles that are available for daily issuing that have not been allocated
     

    ASSESSMENT CRITERION 4 
    Transport economic principles are to be applied by consolidating requests and initiating effective route planning by adhering to organisational operating procedures. 

    ASSESSMENT CRITERION 5 
    The request for vehicle utilisation is to be approved/not be approved by motivating the reasons for approval/denial in written format. 

    ASSESSMENT CRITERION 6 
    The approved requests are to be scheduled according to organisational standard operating procedures. 

    SPECIFIC OUTCOME 4 
    Issue vehicles as per approved requests.

    ASSESSMENT CRITERION 1 
    The documentation required for issuing vehicles is completed in written format. 

    ASSESSMENT CRITERION 2 
    The customer is informed of the requirements and procedures for the utilisation of the vehicle orally. 

    ASSESSMENT CRITERION 3 
    The necessary documentation for taking possession of the vehicle is completed in writing by the customer and is filed in accordance to organisational procedures for future reference purposes. 

    SPECIFIC OUTCOME 5 
    Receive vehicles upon return to the pool. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The vehicle is inspected in accordance to organisational requirements. 

    ASSESSMENT CRITERION 2 
    The trip documentation is completed in accordance to organisational procedures. 

    ASSESSMENT CRITERION 3 
    Discrepancies with regard to vehicle serviceability/destinations travelled/kilometres travelled are investigated by comparing original documentation with present documentation. 

    ASSESSMENT CRITERION 4 
    Discrepancies that require action according to organisational policies and procedures are reported in written format to relevant role players. 

    SPECIFIC OUTCOME 6 
    Institute vehicle maintenance procedures.

    Vehicle maintenance procedures are explained by providing examples for each scenario. 

    ASSESSMENT CRITERION 2 
    The type of vehicle maintenance required for the vehicle is determined according to organisational procedures. 

    ASSESSMENT CRITERION 3 
    Documentation required to institute vehicle maintenance is completed in writing according to organisational requirements. 

    ASSESSMENT CRITERION 4 
    Pool stock levels are updated by following organisational procedures.
