PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful for registration of supervisors or deputies in a voter registration process, or for people who act in a managing capacity within a voter registration station, or at a site where office bearers at national, provincial, local or organisational level manage the voter registration.

People credited with this unit standard are capable of:
  • Planning and preparing voter registration station and registration processes.
  • Managing voter registration processes and resources.
  • Resolving voter registration station-related problems.
  • Reporting on voter registration process and activities. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard:
  • General coordination and management of resources and personnel
  • Report writing at NQF level 4
  • General administration skills 

  • UNIT STANDARD RANGE 
  • This unit standard applies to registration of voters at national, provincial, local or organisational levels that demand formal specified requirements and procedures, within the context of established legislation and/or a constitution or documented rules and guidelines of some other form. Includes dealing with person not complying with rules, regulations and legislation.
  • Assessment of this unit standard may be undertaken in a simulated environment, providing all the usual elements and processes of voter registration can be reasonably simulated.
  • Personnel could include paid or unpaid individuals with defined roles within a registration station.
  • Registration-related problems referred to could include, but are not limited to:

    > Running out of or a lack of physical resources such as paper roll or battery power or electrical failure
    > Interference in the registration process by individuals or groups
    > Inadequate or underperforming staff
    > Conflicts involving staff and/or voters
    > Party-political activities that are in contravention of regulations
  • "Specified requirements" may apply in situations where the registration is not covered directly by legislation. The requirements may come in the form of procedures, policies, rules or guidelines.

    The registration process and staff are managed according to election plans and registration regulations.

    The registration process and the staff are monitored in a manner that provides sufficient information for record keeping, and to allow for timely interventions when required.

    Registration documents are checked to be complete and accurate and are filed in accordance with specified requirements.

    Interventions are appropriate to the situation and facilitate the smooth running of the station in line with the principle of free and fair elections.

    Interactions with roleplayers are non-partisan, respect human dignity and promote inclusivity.
