PURPOSE OF THE UNIT STANDARD 
This Unit Standard is to equip learners with a basic understanding of the causes and consequences of crime, violence and victimisation on individuals and the community, from a public-health perspective, in order to participate effectively in the provision and delivery of multi-disciplinary Victim Empowerment services.

Learners accredited with this Unit Standard will be capable of:
  • Describing Victim Empowerment and its principles.
  • Describing the importance of a public health perspective on crime and violence for service delivery.
  • Identifying and explaining the benefits of a public health approach for addressing victims' needs and rights.
  • Demonstrating an understanding of the multidisciplinary, inter-sectoral approach to the provision of Victim Empowerment services. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that a learner will be competent in:
  • Communication at NQF level 2 or equivalent.
  • Mathematical Literacy at NQF level 2 or equivalent. 

  • UNIT STANDARD RANGE 
    Range of concepts and principles include, but are not limited to: Restorative justice, victims, vulnerability, marginalised groups, multi-disciplinary co-operation, crime prevention, early intervention etc.

    Range of service providers include, but are not limited to: Police, Department of Justice (including magistrates, prosecutors, court officers), social services [including probation, parole, corrections], and education.

    Range of skills required includes, but are not limited to: oral and written communication, networking, referring, leadership, problem solving etc.

    Range of other services include, but not limited to: education and awareness, advocacy, medico-legal services, court support, court preparation, legal advice, victim support (i.e. emotional support, practical assistance and information), trauma counseling, psychotherapy and in and out patient care.

    Victim Empowerment is defined according to the National Crime Prevention Strategy (NCPS). 

    ASSESSMENT CRITERION 2 
    The history and rationale of Victim Empowerment in South Africa is described according to the South African Victims' Charter. 

    ASSESSMENT CRITERION 3 
    The benefits of Victim Empowerment for victims and service providers are described as per the Integrated Victim Empowerment Policy. 

    ASSESSMENT CRITERION 4 
    Core concepts and principles in Victim Empowerment are explained according to the South African Victims' Charter and the Integrated Victim Empowerment Policy. 
    ASSESSMENT CRITERION RANGE

    ASSESSMENT CRITERION 1 
    The definition and elements of a public health approach is described according to the Integrated Victim Empowerment Policy. 

    ASSESSMENT CRITERION 2 
    Crime and violence are described from a public health perspective as outlined in the relevant legislation and policies. 
    ASSESSMENT CRITERION RANGE 
    Violence is therefore a problem for many sectors, disciplines requiring intersectoral approach with links to prevention activities of police, health, education, community groups and ordinary individuals.
     

    ASSESSMENT CRITERION 3 
    Types of crime and victimisation are explained and illustrated with examples. 

    ASSESSMENT CRITERION 4 
    The link between violence and HIV/AIDS is described as reflected in the South African Victims' Charter. 

    ASSESSMENT CRITERION 5 
    The implications of understanding violence from a public health perspective for Victim Empowerment services are described as per the National Crime Prevention Strategy (NCPS) and Integrated Victim Empowerment Policy. 

    SPECIFIC OUTCOME 3 
    Identify and explain the benefits of a public health approach for addressing victims' needs and rights. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The needs of victims/survivors following victimisation are described as per the South African Victims' Charter. 

    ASSESSMENT CRITERION 2 
    The rights and responsibilities of victims, following victimisation, are explained as per the South African Victims' Charter. 

    ASSESSMENT CRITERION 3 
    Service providers and practitioners offering appropriate intervention strategies to the victims/survivors are listed with examples. 

    ASSESSMENT CRITERION 4 
    The roles and responsibilities of identified service providers, in response to victims' needs and rights, are identified using case studies. 
    ASSESSMENT CRITERION RANGE 
    Range of service providers include, but are not limited to: Police, Department of Justice (including magistrates, prosecutors, court officers), social services [including probation, parole, corrections], education.
     

    ASSESSMENT CRITERION 5 
    The benefits of service provision from a public health approach for both victims and service providers are identified based on case studies. 

    SPECIFIC OUTCOME 4 
    Demonstrate an understanding of the multidisciplinary, inter-sectoral approach to the provision of Victim Empowerment services.

    ASSESSMENT CRITERION 1 
    Multidisciplinary and inter-sectoral co-operation is defined in a Victim Empowerment context. 

    ASSESSMENT CRITERION 2 
    The skills required to participate and maintain inter-sectoral collaboration is described according to accepted Victim Empowerment practice in South Africa. 
    ASSESSMENT CRITERION RANGE 
    Range of skills required includes, but are not limited to: oral and written communication, networking, referring, leadership, problem solving etc.
     

    ASSESSMENT CRITERION 3 
    Responsibility of an organisation/department/profession to victims is described using case studies. 
    ASSESSMENT CRITERION RANGE 
    Range of responsibilities include, but are not limited to: ethical guidelines and procedures, including qualified and skilled practitioners in a specific area service provision.
     

    ASSESSMENT CRITERION 4 
    Other services/interventions required by the victims/survivors are identified and explained using case studies. 
    ASSESSMENT CRITERION RANGE 
    Range of other services include, but not limited to: education and awareness, advocacy, medico-legal services, court support, court preparation, legal advice, victim support (i.e. emotional support, practical assistance and information), trauma counseling, psychotherapy and in and out patient care.

    Victims are referred to appropriate service providers as is practiced in the Victim Empowerment sector. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Moderation
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.

  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a Qualification in Victim Empowerment or a related sub-field of Human and Social Studies at a minimum of NQF level 4.
