PURPOSE OF THE UNIT STANDARD 
This Unit Standard will enable learners to acquire an in-depth understanding of gender violence with reference to the nature, types and impact of gender violence in the South African context. It also focuses on the application of relevant legislation as prescribed by international instruments, relevant South African legislation and departmental policies.

The purpose of this Unit Standard is to provide learners with an in-depth understanding of gender violence. Qualifying learners will be able to offer direct support to victims of gender violence, co-ordinate gender violence programmes and apply relevant legislation and policies under the supervision of a mental health professional.

Learners accredited with this Unit Standard will be capable of:
  • Contextualising gender violence within South Africa.
  • Advising victims of gender violence with regard to legislation and policies.
  • Planning, co-ordinating and implementing gender violence programmes.
  • Providing support services to victims of gender violence.

    It is assumed that a learner will be competent in:

  • Range of prevention programmes includes, but is not limited to: gender, socialisation and healthy relationships, conflict resolution, anger management, sexuality, community education and awareness, youth at risk, perpetrators, etc.
  • An effective referral protocol is a document that is negotiated and drawn up by a network of service providers that commit to ensuring quality services for all victims.

    Contextualise gender violence within South Africa.

    ASSESSMENT CRITERION 1 
    The complexity of the socio-historical context of gender violence and its consequences in South Africa are explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Range of socio-historical context in South Africa includes, but is not limited to: Colonial and Apartheid history, patriarchal ideology, cycles of violence, poverty, stereotypes, myths, religious an cultural contexts, etc.
     

    ASSESSMENT CRITERION 2 
    The nature and extent of gender violence in South Africa is described and its impact explained using relevant examples. 
    ASSESSMENT CRITERION RANGE 
    Range of gender violence offences includes, but is not limited to: domestic violence, rape, indecent assault, bestiality, sexual abuse, Sodomy, etc.
     

    ASSESSMENT CRITERION 3 
    The consequences of HIV/AIDS in relation to gender violence in South African communities are explained using appropriate case studies. 

    ASSESSMENT CRITERION 4 
    A situational analysis of gender violence interventions in South Africa is described with examples. 

    SPECIFIC OUTCOME 2 
    Advise victims of gender violence with regard to legislation and policies. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    South African legislation, policies and procedures with regard to gender violence are explained in accordance with relevant national and international instruments. 
    ASSESSMENT CRITERION RANGE 
    National and international instruments includes, but is not limited to: South African Constitution and Bill of Rights, United Nations commission on the elimination of all forms of discrimination against women, United Nations Convention on Rights of Children, Sexual Offences Bill, Criminal Procedures Act, Sentencing Framework Bill, White Paper on Correctional Services, Domestic Violence Act, Sexual Offences Act, Family Violence Act, Firearms Control Act.
     

    ASSESSMENT CRITERION 2 
    Relevant departmental and organisational policies with regard to gender violence in the South African context is identified with examples. 
    ASSESSMENT CRITERION RANGE 
    Range of departmental policies include, but is not limited to: National Victim Empowerment Integrated Policy, Services Charter for Victims, South African Police Services Victim Empowerment Policy, Government Anti-rape Strategy, National Instruments and Departmental guidelines, etc.
     

    ASSESSMENT CRITERION 3 
    Legal and civil remedies and procedures available to victims of gender violence are described using case studies. 

    ASSESSMENT CRITERION 4 
    The effectiveness of the implementation of current legislative provisions in addressing gender violence is evaluated using case studies. 

    SPECIFIC OUTCOME 3 
    Plan, Co-ordinate and implement gender violence programmes. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    A needs assessment tool that determines the scope and nature of a gender violence programme in a specific community is developed according to organisational procedures. 

    ASSESSMENT CRITERION 2 
    An appropriate inter-sectoral plan with indicators for a gender violence programme in a specific community is developed as per organisational policy. 

    ASSESSMENT CRITERION 3 
    A memorandum of understanding, with relevant role-players, that clearly outlines roles and responsibilities with regard to implementation of gender violence programmes and services is developed for a specific community according to organisational policies and procedures. 

    ASSESSMENT CRITERION 4 
    Appropriate local, provincial and national structures that address gender violence are identified and described with examples. 
    ASSESSMENT CRITERION RANGE 
    Range of local, provincial and national structures includes, but is not limited to: Victim Empowerment structures, Community Policing Forum structures, Community Safety Forums, Safer cities projects, etc.
     

    ASSESSMENT CRITERION 5 
    The elements of an effective referral protocol are described using case studies. 
    ASSESSMENT CRITERION RANGE 
    Range of elements include, but is not limited to: code of ethics, lines of accountability, Providers' roles and responsibilities, sanctions for not conforming to the protocol, criteria for referral, referral process, procedures, policies, feedback and accountability mechanisms, etc.
     

    ASSESSMENT CRITERION 6 
    Tools/mechanisms to monitor and evaluate the quality and effectiveness of inter-sectoral service delivery are identified and developed in accordance with organisational procedures. 

    ASSESSMENT CRITERION 7 
    Regular progress reports are submitted to the respective manager according to organisational requirements. 

    SPECIFIC OUTCOME 4 
    Provide support services to victims of gender violence. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The different levels and types of support required by victims of gender violence is described according to the to the 5 level model of the South African Institute for Trauma Support and the Service Charter and minimum standards on services for victims of crime. 
    ASSESSMENT CRITERION RANGE 
    Range of support includes, but is not limited to: legal services, emotional support, practical assistance, trauma counselling, information, etc.
     

    ASSESSMENT CRITERION 2 
    Appropriate interviewing skills to assess the victims' needs and obtain relevant information for support and referral are displayed and described according to organisational guidelines or code of conduct. 
    ASSESSMENT CRITERION RANGE 
    Range of interviewing skills includes, but is not limited to: listening skills, non-judgemental attitude, empathy, cultural sensitivity, reflection, summary, feedback, etc.
     

    ASSESSMENT CRITERION 3 
    A comprehensive intake report is compiled to determine the victims' needs and referral options in accordance with organisational policy. 

    ASSESSMENT CRITERION 4 
    A risk assessment is compiled and a safety plan is developed for the victim using a case study. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Moderation
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.
