PURPOSE OF THE UNIT STANDARD 
The purpose of the learning is to enable the first responder in the workplace to prevent and respond to health emergencies at an advanced level.

Qualifying learners are able to:
  • Demonstrate the principles of advanced primary emergency care in all health emergencies for people in the workplace.
  • Sustain advanced level of preparedness to deal with emergencies in the workplace.
  • Assess and manage a multiple injured emergency scene/disaster in the workplace.
  • Demonstrate knowledge and understanding of anatomy and physiology of the human body and the specific disorders and diseases relating to each system.
  • Demonstrate primary emergency life support for adults in the workplace.
  • Explain and manage shock.
  • Conduct secondary assessment of the sick or injured person(s) and maintain appropriate primary emergency care.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    NQF Level 2 or equivalent will facilitate better understanding and proficiency in obtaining this Unit Standard.

    In order for the learner to achieve this unit standard the learner must already be competent in:
  • Unit Standard 'Provide basic risk based primary emergency care in the workplace as first responder'.
  • Unit Standard 'Apply knowledge of HIV/AIDS to a specific business sector and a workplace' (ID 114941).

    Recognition of Prior Learning (RPL)

    This unit standard can be achieved in part, through recognition of prior learning. Evidence can be presented in a variety of forms, including previous current (within 2 year period) international or local primary emergency care/first aid qualifications, reports, testimonials, mentoring, functions performed, portfolios, work records and performance records. As such, evidence should be judged according to the general principles of assessment described in the notes to assessors below. Learners who have met the requirements of this Unit Standard may apply for recognition of prior learning to the relevant Education and Training Quality Assurance (ETQA) body. The applicant must be assessed against the specific outcomes and with the assessment criteria of this Unit Standard.

    UNIT STANDARD RANGE 
    This unit standard addresses the prevention, recognition and management of a range of occupational risks/emergencies for persons according to current and internationally accepted emergency care protocols. This unit standard builds upon the unit standard at level 2, "Provide risk based primary emergency care in the workplace", and learners should only be assessed on this level 3 unit standard if they have already achieved the level 2 unit standard.

    SPECIFIC OUTCOME 1 
    Demonstrate the principles of primary emergency care in all health emergencies for persons in the workplace.

    ASSESSMENT CRITERION 1 
    The aims of emergency care are identified and explained with relevance to the risks of the specific workplace. 

    ASSESSMENT CRITERION 2 
    Universal precautions used during treatment of sick and injured are identified and their purpose and application correctly explained and demonstrated in terms of excepted health procedures. 
    ASSESSMENT CRITERION RANGE 
  • Personal protective equipment must include; surgical gloves, mouthpieces/respiration devices protective clothing including improvisation.
  • Universal precaution procedures must cover the safe management of body fluid spills.

    ASSESSMENT CRITERION 3 
    The specific risk based medico-legal implications of the risk based primary emergency care are identified and explained in terms of existing relevant legislation and regulations. 

    SPECIFIC OUTCOME 2 
    Sustain advanced level of preparedness to deal with emergencies in the workplace.

    Legal responsibilities are identified and explained as per current legislation and applicable regulations.

    The legislated rescue and first aid equipment and any additional risk based equipment applicable to the specific workplace is identified and demonstrated in accordance with their given uses. 

    ASSESSMENT CRITERION 3 
    Legislated and risk based first aid equipment storage and maintenance is described and demonstrated. 

    ASSESSMENT CRITERION 4 
    The level of preparedness is in accordance with the specific risk profile of the workplace and such that emergencies can be attended to immediately.

    Assess and manage a multiple injured emergency scene/disaster in the workplace.

    Potential disasters are identified in terms of their likelihood of occurrence in the specific workplace. 

    ASSESSMENT CRITERION 2 
    The principles and implementation methods of the disaster management plan in the work place are explained in terms of activation, establishment and maintenance. 

    ASSESSMENT CRITERION 3 
    The potential health hazards that may result in a multiple injured emergency scene/disaster are identified and explained in accordance with the causes. 

    ASSESSMENT CRITERION 4 
    Mobilisation of emergency services relevant to the workplace and the needs are explained effectively. 

    ASSESSMENT CRITERION 5 
    Mechanisms and resources that can be utilised in threatening disaster situations in the workplace are identified. 

    ASSESSMENT CRITERION 6 
    The method of triage is explained in accordance with the accepted International Code. 

    ASSESSMENT CRITERION 7 
    Available resources required to manage a multiple injury emergency scene/disaster in the workplace until the relevant emergency services arrive are identified and their organisation and control described. 

    ASSESSMENT CRITERION 8 
    The management of secondary assessment and continual care is explained and discussed.

    The method of reporting and possible revision of the disaster plan is explained in terms of the workplace policies.

    Explanations of applied anatomy and physiology are consistent with scientifically accepted terminology.

    Common disorders and diseases relevant to each system of the body are identified and described in terms of signs and symptoms and emergency care treatment. 
    ASSESSMENT CRITERION RANGE 
    Nervous system; head injuries; epileptic seizures; poisoning; febrile diseases; hyper/hypothermia; occupational illnesses relevant to the workplace.
    Cardio-vascular system: Angina; heart attack; myocardial infarction; heart failure.
    Respiratory system: Near drowning; poisonous chemical inhalation; asthma; emphysema; haemo thorax; pneumo thorax; tension pneumo thorax; sucking chest wound; flail chest, pleurisy.
    Digestive system: Poisons; dehydration; re-hydration; abdominal pain; bowel evisceration.
    Musculo-skeletal system: Fractures; bone diseases; osteoporosis; dislocations; sprains; strains.
    Genito-urinary system: Emergency childbirth; waterborne diseases specific to disaster situations.

    Demonstrate primary emergency life support for adults, children and infants according to current international protocols.

    ASSESSMENT CRITERION 1 
    Primary survey is conducted; signs and symptoms are identified and recorded according to accepted emergency procedures. 

    ASSESSMENT CRITERION 2 
    Choking person(s) are managed according to international accepted protocols. 
    ASSESSMENT CRITERION RANGE 
    All workplace conditions and incidences.
     

    ASSESSMENT CRITERION 3 
    Rescue breathing is explained and demonstrated according to accepted protocols. 

    ASSESSMENT CRITERION 4 
    One/two rescuer Cardio Pulmonary Resuscitation (CPR) is explained and demonstrated with the use of barrier ventilation devices according to accepted protocols utilizing appropriately sized manikins. 
    ASSESSMENT CRITERION RANGE 
    CPR mouthpiece, pocket mask, bag-valve-mask.
     

    ASSESSMENT CRITERION 5 
    Recovery position with or without spinal board and spider harness is demonstrated according to the safety and comfort of the patient.

    Transportation of the patient is managed appropriately and in accordance with accepted protocols. 

    ASSESSMENT CRITERION 7 
    The Automatic External Defibrillator (AED) machine is explained and demonstrated according to international protocols.

    Oxygen therapy is explained and demonstrated according to international protocols.

    Blood pressure is explained and the method and recording is demonstrated according to international procedures. 

    ASSESSMENT CRITERION 10 
    Pulse sites are described and explained and pulse monitoring is demonstrated and recorded according to international accepted procedures.

    A secondary assessment correctly identifies the nature of the sickness or injury and the emergency care required.

    Crush injuries are explained and treated according to accepted procedures.

  • Anyone assessing a candidate against this unit standard must be registered as an assessor with the relevant ETQA or ETQA where a Memorandum of Understanding (MOU) exists with the relevant ETQA.
