PURPOSE OF THE UNIT STANDARD 
This Unit Standard is for anyone who needs to demonstrate an understanding of the legislation and the structures that operate in a society where human rights and democracy are practiced. This unit standard will be useful to, among others, para-legals and NGOs.

People credited with this Unit Standard are capable of:
  • Identifying where there are needs to develop policy, legislation, structures or instruments to promote human rights and democracy.
  • Developing a strategy to impact on the development of policy, legislation, structures and instruments that promote human rights and democracy.
  • Implementing strategies to impact on the development of policy, legislation, structures and instruments that promote human rights and democracy.
  • Evaluating strategies and implementation. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is recommended that learners are competent in the following Unit Standards:
  • Demonstrate knowledge of the foundations of human rights and democracy.
  • Describe the relevance of human rights and democratic practices in South African society.

  • UNIT STANDARD RANGE 
    This Unit Standard relates to impacting on the development of policy, legislation, structures and instruments at a variety of levels, including organisational, Local, National and International level.

    Impacting on includes actions such as analysing, assessing, preparing drafts, making recommendations, researching, lobbying and monitoring.

    Influence may be exerted within business, civil society or government in order to address violations or abuses, as well as to close gaps so as to promote human rights and democracy.

    Identify where there are needs to develop policy, legislation, structures or instruments to promote human rights and democracy. 
    OUTCOME RANGE 
    For the purposes of this outcome, the learner should have access to available reports and recommendations that arise from:
  • An examination of law and structures in terms of their promotion of human rights and democracy.
  • An assessment of human rights and democracy practices in communities.
  • An evaluation of the impact of human rights provision and democratic governance.

    Learners may also identify needs through awareness of events, violations, abuses or known gaps. Such awareness may arise, for example, through media coverage, or lobbyists.
