PURPOSE OF THE UNIT STANDARD 
This unit standard will enable officials within the port control and admissions environment to improve professionalism and enhance the quality of service delivery. A learner acquiring this unit standard will be able to control and recognize aiding and abetting activities.

A person credited with this unit standard is able to:
  • Explain aiding and abetting activities.
  • Analyse the patterns and ways in which aiding and abetting occurs to be able to profile the trends, countries and syndicates involved.
  • Utilise profile information to detect and investigate individuals involved in aiding and abetting activities.

    The achievement of this unit standard will contribute to the full development of any learner within the immigration environment and more specifically within the port control and admissions discipline by providing recognition, further mobility and portability within the field. The skills, knowledge and understanding demonstrated within this unit standard are essential for social, economic and cultural transformation and upliftment within the safety in society environment.

  • UNIT STANDARD RANGE 
    Aiding and abetting activities includes but not limited to human trafficking, stowaways and human smuggling.

    The range covers the role and purpose of port control and admissions within in the context of the immigration legal framework in the South African society. The range includes practice and culture of safety in society particularly within immigration, the relevant regulatory framework, the main activities of port control and admissions, and stakeholders nationally and internationally.

    The level assigned to this unit standard is appropriate, as learners need to be able to exercise judgement in terms of port control and admission.

    Explain aiding and abetting activities. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The concepts of aiding and abetting are explained in order to differentiate between human trafficking, stowaways and human smuggling. 

    ASSESSMENT CRITERION 2 
    The purpose and reasons for human trafficking, stowaways and human smuggling are explained in terms of its influence on criminal trends and/or terrorist activity. 

    ASSESSMENT CRITERION 3 
    Ways of trafficking are described reflecting the techniques used for concealment of humans. 

    ASSESSMENT CRITERION 4 
    Ways of concealment are identified and described reflecting the places for human concealment in different modes of transport. 

    SPECIFIC OUTCOME 2 
    Analyse the patterns and ways in which aiding and abetting occurs to be able to profile the trends, countries and syndicates involved.

    ASSESSMENT CRITERION 1 
    Documentation and information received from organisations and other sources are analysed in order to recognise illegal migration and immigration patterns. 
    ASSESSMENT CRITERION RANGE 
    Organizations and other sources include but is not limited to International Organization for Migration, Non-Governmental organizations and members of the public.
     

    ASSESSMENT CRITERION 2 
    Time spent at the controlled area in relation to volume of travellers is analysed in order to inform the profile building process. 

    ASSESSMENT CRITERION 3 
    Individual travellers are profiled to determine aiding and abetting activities. 
    ASSESSMENT CRITERION RANGE 
    Profile information includes but is not limited to: Body language, travel requirements, luggage, behaviour, nervousness, length of time for clearing controlled area.
     

    ASSESSMENT CRITERION 4 
    Investigation techniques to determine patterns and ways of aiding and abetting are explained in relation to their uses for profiling individual, countries and syndicate operations. 

    SPECIFIC OUTCOME 3 
    Utilise profile information to detect and investigate individuals involved in aiding and abetting activities.

    ASSESSMENT CRITERION 1 
    Profile information is analysed in order to detect fraudulent documents. 
    ASSESSMENT CRITERION RANGE 
    Profile information includes but is not limited to: body language, travel requirements, luggage, behaviour, nervousness, length of time for clearing controlled area.
     

    ASSESSMENT CRITERION 2 
    Ways in which the system is abused are explained by means of identifying types of fraudulent documents. 

    ASSESSMENT CRITERION 3 
    Investigation techniques are identified in order to investigate the existence and extent of aiding and abetting activities. 

    ASSESSMENT CRITERION 4 
    Corrective actions are identified in line accordance with the current legal framework. 
    ASSESSMENT CRITERION RANGE 
    Corrective action includes but is not limited to: Detaining, arresting, charging and deportation.
     

    ASSESSMENT CRITERION 5 
    Types of penalties and the ways in which they are issued are analysed in order to conform with current legal frameworks. 

    ASSESSMENT CRITERION 6 
    The process of handing over of persons to authorities is explained in accordance with departmental procedures. 

    ASSESSMENT CRITERION 7 
    Reasons why procedures, processes and case file must be recorded is explained with reference to the requirements of the departmental record keeping system. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    The assessment will be governed by the policies and guidelines of the relevant Education and Training Quality Assuror (ETQA) that has jurisdiction over this field of learning.

    The assessor will (at the very least) be accredited and have a relevant qualification and be a subject matter expert in this learning area and at least have 3 years experience in the skills specific area.

    The learner can be assessed against this unit standard to obtain credits or as part of an integrated assessment for a qualification.
