PURPOSE OF THE UNIT STANDARD 
This Unit Standard will enable learners to oversee the assets and stock of an organisation. They will be able to administer the procurement process and secure the supply of assets and stock according to the legal requirements and departmental policies and procedures.

Qualifying learners will be able to:

  • Administer the purchase of assets and stock.
  • Control stock and payment for orders.
  • Manage assets and stock registers.

    OUTCOME RANGE 
    Administration code of an organisation refers to policies, procedures and prescripts within an organisation which deals with procurement processes. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The concept of 'procurement' is explained in terms of the procedures and policies of a provisioning administration code. 

    ASSESSMENT CRITERION 2 
    The nature and function of a provisioning administration code are explained with examples. 

    ASSESSMENT CRITERION 3 
    Procurement procedures are explained according to the provisioning administration code. 

    ASSESSMENT CRITERION 4 
    Tender procedures and administrative requirements are explained according to the provisioning administrative code. 

    SPECIFIC OUTCOME 2

    The role of communication techniques is analysed in relation to its effect on the procurement process.

    Suppliers of goods and assets are identified according to organisational policies.

    The functions and role of procurement documents are explained by using examples. 

    ASSESSMENT CRITERION 4 
    Methods of obtaining approval for procurement of goods and assets are analysed in terms of when and how they should be used.

    ASSESSMENT CRITERION 1 
    Stock is received according to the Provisioning Administration Code. 

    ASSESSMENT CRITERION 2 
    Invoices are checked and certified to effect payment in accordance with departmental policies and procedures. 

    ASSESSMENT CRITERION 3 
    Methods of storing goods and distributing goods are explained in accordance with departmental policies and procedures. 

    SPECIFIC OUTCOME 4 
    Manage assets and stock registers. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The register for control over assets and stock is described with reference to the Provisioning Administration Code. 

    ASSESSMENT CRITERION 2 
    Control measures are described as practised in the department and provided for in the Provisioning Administration Code. 
    ASSESSMENT CRITERION RANGE 
    Range of control measures includes, but is not limited to: inventory lists, delivery notes, tax invoices, orders, budget, obligation register etc.
     

    ASSESSMENT CRITERION 3 
    Monitor the register for control over assets and stock and report irregularities in accordance with the Provisioning Administration Code departmental procedures. 

    ASSESSMENT CRITERION 4 
    Stock take is conducted to establish the need and levels of stock as required by the department. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this Unit Standard and the related Exit Level Outcomes of the Qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in this Unit Standard as well as the integrated competence described in the Exit Level Outcome of the Qualification.

    Demonstrate an understanding of the world, as a set of related systems by recognising that problem solving at an Immigration Service Centre occurs in a variety of contexts involving a range of role-players.

  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a Qualification in Immigration Affairs or a related sub-field of Safety in Society at a minimum of NQF level 6.
