PURPOSE OF THE UNIT STANDARD 
The purpose of the learning is to:

Learners who are assessed as competent against this unit standard are able to; use and maintain basic hand tools, prepare a road surface and apply a bituminous seal. Previously disadvantaged persons who through recognition of prior learning will be able to be accessed against this standard and receive National recognition for their competence. This will enhance their employability and career advancement and contribute to the socio-economic transformation of the country. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
FETC Level 2 Mother Tongue Literacy and FETC Level 1 English as well as FETC Level 1 Mathematics. Knowledge of the dangers of bitumen and chemicals, the handling thereof, and the need for safety. 

UNIT STANDARD RANGE 
The typical scope of this unit standard is:
  • Preparations include - base repairs, patches, edge breaks, crack sealing, brooming, cleaning and application of prime or tack coat.
  • Seals include - single seal, double seal and sand seals.
  • Seals includes seals on newly constructed pavement layers and overlays to existing surfaced roads.
  • Rolling includes the use of pedestrian rollers and or ride on rollers.
  • Rollers include steel drum and pneumatic type.
  • Materials include, bitumen products, additives and aggregates.
  • Construction plan include surface preparation and repairs, application of materials, worksite control, environmental issues, public safety, access.
  • Work plan is for a one day operation.
  • Specifications include seal design and layer thickness and compaction requirements.

    1. Work details and specification requirements are obtained from immediate supervisor.

    2. Work activities are planned to maintain a productive workflow and to ensure compliance with specifications.

    3. The plan describes the type and quantities of materials, tools and equipment, plant, personnel, the work sequence, time frame and handling arrangements to maintain productive workflow and to minimize waste. 

    ASSESSMENT CRITERION 4 
    4. The existing layer is marked out in accordance with contract requirements. 

    ASSESSMENT CRITERION 5 
    5. The existing layer is prepared to receive the seal as per specifications. 

    ASSESSMENT CRITERION 6 
    6. Work area is checked for hazards, all hazards are identified and corrective action taken in accordance to workplace procedures.s.

    7. All tools, equipment and personal protective equipment required for the task are identified and ensured to be functional and are ready for use at the worksite.

    8. Personal protective equipment is fitted and worn in accordance to instructions and specifications.

    9. Signs are erected and the worksite is secured in accordance to instructions and specification.

    1. Work is carried out according to work place safety requirements.

    2. The seal layer is laid in accordance with instructions and specifications.

    3. Joints between sections and lanes are cleaned and adhere to all design specifications in accordance with given instructions.

    4. Pre-coated chips are spread evenly, and back chipping is controlled according to specific spread rates in the specifications. 

    ASSESSMENT CRITERION 5 
    5. Rolling of stone chips is controlled to comply with the requirements of the specifications.

    6. Brooming of the stone chips is controlled to achieve an even spread according to specifications.

    7. The work task is completed in industry acceptable time frames.

    5. The edges are cut in accordance with contract requirements.

    6. Work is measured and recorded as far as production output is concern as per company procedure.

  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the CETA - ETQA.
  • Any institution offering learning that will enable the achievement of this unit standard will be accredited as a provider with the CETA - ETQA.
  • CETA - ETQA is responsible for moderation of learner achievements of learners who meet the requirements of this unit standard.
  • A memorandum of understanding with other ETQA bodies need to be signed when training providers working in other Sectors, requires assessment of learner achievements to take place against this unit standard.
