PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners in the law enforcement environment who are required to plan and implement crowd management operations and to restore public order. A specific set of skills is needed to ensure the safety of public places and persons within public gatherings. Therefore learners must be adept at crowd management control principles.

This unit standard is for learners in the law enforcement environment who apply various techniques needed to manage crowds in a manner which is in line with the Constitution of South Africa and with special emphasis on Human Rights.

A person credited with this unit standard will be able to:
  • Tactically manage a crowd.
  • Establish neutral zones.
  • Manage the provision of protection and escorting services within a crowd.
  • Evacuate persons from a crowd.

    SPECIFIC OUTCOME 1 
    Tactically manage a crowd. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Communication techniques are analysed in order to determine which should be used in a specific situation. 
    ASSESSMENT CRITERION RANGE 
    Communication techniques include but are not limited to:
  • Maintaining communication with law enforcement groups and personnel.
     

  • ASSESSMENT CRITERION 2 
    Crowd management techniques are analysed in order to select one to use in a specific situation. 
    ASSESSMENT CRITERION RANGE 
    Techniques include but are not limited to:
  • Canalizing a crowd, blocking a crowd, encircling a crowd, pushing back a crowd, dispersing a crowd.
     

  • ASSESSMENT CRITERION 3 
    An operational plan is developed taking into account factors which will influence decision making. 
    ASSESSMENT CRITERION RANGE 
    Factors refer to but are not limited to:
  • Positioning of law enforcement members, traffic, area proximity of opposing parties, escape routes, breaking up of crowd into smaller manageable groups, level of force necessary, use of aids such as pyrotechnical aids, patrols.
     

  • ASSESSMENT CRITERION 4 
    The use of vehicles during crowd management is analysed to ascertain how vehicles will assistance and protection. 
    ASSESSMENT CRITERION RANGE 
    Vehicles must be utilised in such a manner as not to disrupt traffic.
     

    ASSESSMENT CRITERION 5 
    Factors that influence the techniques selected for the management of a crowd are analysed in terms of their impact on operations.

    Factors include but are not limited to:
  • Types of formations, uses of defensive lines, equipment, and techniques to avoid injuries.
     

  • ASSESSMENT CRITERION 6 
    Groups inside buildings are managed in relation to crowd management techniques.

  • Removing of barricades, progressive push back, team arresting techniques.

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A neutral zone is established to allow the freedom of movement of the reserve and to maintain freedom of action. 

    ASSESSMENT CRITERION 2 
    Blocking line techniques are analysed to determine whether they are appropriate for use in a given situation. 

    ASSESSMENT CRITERION 3 
    Movement of law enforcement members is assessed in order to determine its effect on the neutral zone. 

    SPECIFIC OUTCOME 3 
    Manage the provision of protection and escorting services within a crowd. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Methods of providing all round protection to participants within an escort are assessed to determine whether they are appropriate for use in a given situation. 

    ASSESSMENT CRITERION 2 
    Methods of deploying an escort formation are assessed to determine whether they are appropriate for use in a given situation. 

    ASSESSMENT CRITERION 3 
    The use of external reserves within a crowd management control situation is assessed In terms of its influence on the mandate of reserves and legal implications. 

    SPECIFIC OUTCOME 4 
    Evacuate persons from a crowd. 
    OUTCOME RANGE 
    Evacuation may also refer to the arresting of a specific person (s) within a crowd. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Evacuation plans are drawn up ensuring co-ordination between law enforcement members and taking into account the operational objectives. 

    ASSESSMENT CRITERION 2 
    Building structures, plans and the immediate environment are analysed to determine best routes for evacuation in accordance with operational objectives.

  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
