PURPOSE OF THE UNIT STANDARD 
The qualifying learner will be capable of supporting and maintaining ground based Very High Frequency Omni Range (VOR) Radio Navigation equipment used for aeronautical navigation purposes.

Qualifying learners will be capable of:
  • Performing corrective maintenance.
  • Performing routine preventive maintenance.
  • Analysing and measuring equipment performance.
  • Assisting in the certification of VOR systems.
  • Carrying out maintenance support. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that a learner will be competent in:
  • Communication at NQF level 4 or equivalent.
  • Mathematical Literacy at NQF level 4 or equivalent. 

  • UNIT STANDARD RANGE 
    Range of VHF Omni range (VOR) systems include, but are not limited to: Ground based Conventional and Doppler VHF Omni Range (VOR and DVOR) Radio Navigation Aids, Aerial Systems, remote control monitoring and maintenance systems and ancillary equipment.

    SPECIFIC OUTCOME 1 
    Perform corrective maintenance. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Equipment failure verified through contact with customers and monitoring systems according to Organisational Standing Instructions. 

    ASSESSMENT CRITERION 2 
    System is restored by means of remote control equipment, on-site control equipment or by on-site module replacement as per equipment manual instructions. 

    ASSESSMENT CRITERION 3 
    Corrective fault diagnosis is conducted using remote control Maintenance and Monitoring equipment to identify which part of the VOR system is faulty in accordance with corrective maintenance procedures. 

    ASSESSMENT CRITERION 4 
    Corrective maintenance is conducted using Remote Control Maintenance and Monitoring Equipment to restore the VOR system through reset, re-alignment or re-configuration in accordance with corrective maintenance procedures. 

    ASSESSMENT CRITERION 5 
    On-site corrective fault diagnosis is conducted using on-site Test equipment and built in test equipment to identify faulty modules or components in accordance with corrective maintenance procedures. 

    ASSESSMENT CRITERION 6 
    On-site corrective maintenance is carried out and the identified faulty modules or components are replaced according to manufacturer's specifications. 

    ASSESSMENT CRITERION 7 
    The fault finding logic processes, the choice of tools and test equipment used, are explained using examples. 

    SPECIFIC OUTCOME 2 
    Perform routine preventive maintenance. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Preventive maintenance requirements are scheduled and confirmed with customers in accordance with routine maintenance schedules and instructions for VOR equipment. 

    ASSESSMENT CRITERION 2 
    Routine preventative maintenance is carried out in accordance with routine maintenance schedules for VOR equipment. 

    ASSESSMENT CRITERION 3 
    VOR equipment, remote control maintenance and monitoring equipment is maintained in accordance with manufacturer's recommendations. 

    ASSESSMENT CRITERION 4 
    The implications of failing to carry out preventive maintenance are explained using examples. 

    SPECIFIC OUTCOME 3 
    Analyse and measure equipment performance. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Equipment performance is analysed and measured using remote control monitoring and maintenance systems as specified in manufacturers specifications. 

    ASSESSMENT CRITERION 2 
    The performance of VOR equipment is measured using portable and on-site built in test equipment as per manufacturer's instructions. 

    ASSESSMENT CRITERION 3 
    Ground checks are conducted on the radiated pattern of VOR systems in accordance with manufacturer's recommendations. 

    ASSESSMENT CRITERION 4 
    Performance figures are evaluated and verified against manufacturers' specifications, flight check results and ICAO recommendations. 

    ASSESSMENT CRITERION 5 
    Technical reports are compiled and the status and performance of VOR equipment is recorded according to organisational procedures. 

    SPECIFIC OUTCOME 4 
    Assist in the certification of VOR systems.

    ASSESSMENT CRITERION 1 
    Assistance is provided to the Flight Calibration team during Flight Checking Procedures in accordance with organisational requirements. 

    ASSESSMENT CRITERION 2 
    All VOR adjustments are carried out in accordance with Flight Calibration team requirements. 

    ASSESSMENT CRITERION 3 
    Records are made of all adjustments carried out and the results of the flight calibration are documented in accordance with organisational procedures. 

    SPECIFIC OUTCOME 5 
    Carry out maintenance support.

    ASSESSMENT CRITERION 1 
    Stores work is carried out in accordance with ground based VOR equipment support service procedures. 

    ASSESSMENT CRITERION 2 
    Spares, tools and material are drawn from stores in accordance with stores procedures. 

    ASSESSMENT CRITERION 3 
    Faulty modules are returned to stores in accordance with stores procedures. 

    ASSESSMENT CRITERION 4 
    All maintenance records, job cards and fault reports are completed in accordance with ground based VOR equipment support service requirements. 

    ASSESSMENT CRITERION 5 
    Computer Based Maintenance Management System is updated with all logistics data in accordance with ground based VOR equipment support service procedures. 

    ASSESSMENT CRITERION 6 
    Housekeeping activities are performed at all remote VOR sites in accordance with organisational procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any institution offering learning that will enable achievement of this unit standard and the related exit level outcomes of the qualification must be accredited by the relevant ETQA.
  • External Moderation of assessment will be overseen by the relevant ETQA at its discretion.
  • The accredited Training Provider will oversee internal moderation of assessment.
  • Internal and external moderation should encompass achievement of competence described in the specific outcomes of the unit standard as well as the integrated competence described in the purpose of the unit standard.

    Identify and solve problems when carrying out fault diagnosis thereby ensuring that appropriate remedial actions are initiated for the effective restoration of failed or defective VOR systems.

  • Work effectively with others by ensuring equipment performance evaluation is relayed to the Flight Calibration Unit when performing flight checking procedures on VOR systems.
  • Employ self-management when working alone and unsupervised while carrying out maintenance or repair work to VOR systems situated in remote locations.

    Manage information contained in data specifications for test equipment and diagnostic systems, information supplied in handbooks, maintenance schedules and performance logs to ensure accurate evaluation of VOR system support and maintenance requirements.

    Communicate effectively by ensuring that information communicated via technical reports is accurately recorded in a neat and logical format that can be readily accessed and understood by end-users and that ongoing oral communication is maintained with calibration teams and Air Traffic Control during preventive or corrective maintenance operations carried out on VOR systems.

    Demonstrate scientific and technological competence by applying knowledge and understanding of scientific processes to the correct use of sophisticated, high technology test equipment and diagnostic systems. 

    UNIT STANDARD CCFO DEMONSTRATING 
    Demonstrate an understanding of the world as a set of related systems by recognising that the role of technical personnel is a vital part of the integrated radio navigation system which is used by Air Traffic Control, Airline Pilots and the flying community at large and as such should therefore not be regarded as a role which is performed in isolation of this network. 

    UNIT STANDARD ASSESSOR CRITERIA 
  • Assessors must be registered as assessors with a relevant ETQA or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessors must be in possession of a relevant qualification at a minimum of NQF level 7. 

  • REREGISTRATION HISTORY 
    As per the SAQA Board decision/s at that time, this unit standard was Reregistered in 2012; 2015. 

    UNIT STANDARD NOTES 
    Supplementary Information:

    Routine maintenance schedules have been prepared and are in place for each system based on manufacturers' recommendations, operational requirements and support requirements determined from actual field experience during the operational life of the systems.

    International Civil Aviation Organisation (ICAO) recommendations publish recommendations and standards for all communications, navigational and surveillance systems used in aviation. The ICAO Annex 10 publication includes the recommendations and standards to be adhered to VOR systems.

    Flight Checking Procedures involves the South African Civil Aviation Authority carrying out regular flight calibration checks on all VOR systems in South Africa to ensure the accuracy of the navigation information provided to pilots by these ground based navigation aids. Systems found complying with the SACAA criteria and ICAO recommendations are then certified by the SACAA for operational use for the certification period up until the next flight calibration check.

    Corrective maintenance procedures include procedures contained in equipment manufacturer manuals, ICAO recommendations and site-specific maintenance procedures.
