PURPOSE OF THE UNIT STANDARD 
Persons credited with this unit standard can safely perform the commissioning and re-commissioning of power generating units onto the national integrated electrical network. 

LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
It assumed that learners are already competent in:
  • Communication and Mathematical Literacy at NQF Level 4.
  • Operating electronic information systems.
  • Control power system within security constraints.
  • Basic electrical theory.
  • Power system operation fundamentals.
  • Frequency and tie line control.

  • Commissioning means the connection of new power generating plant and or return to service of existing generating plant after major plant outages.

    Pre-commissioning activities are performed according to organisational requirements (testing of alarms, signals and supplies).

    Relevant program is sourced according to requirements. 

    ASSESSMENT CRITERION 3 
    Program is verified for technical correctness according to organisational requirements. 

    ASSESSMENT CRITERION 4 
    Colleagues are informed of the program according to organisational requirements.

    Program is discussed and confirmed with relevant stakeholders to minimise risk to system.

    Commissioning operations are performed according to operating procedures and regulatory requirements.

    Instructions are issued according to commissioning program, operating procedures and regulatory requirements.

    Adjustments to rectify deviation from scheduled program are performed according to reserve market merit order, regulations and procedures.

    Area Control Error (ACE) is monitored and controlled within parameters.

    Electronic information systems and standard operating guidelines are reviewed and corrective action taken according to operating requirements.

    Data is logged and captured according to regulatory and organisation requirements. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the relevant Education, Training, Quality, Assurance (ETQA) Body, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant Education, Training, Quality, Assurance (ETQA) Body, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant Education, Training, Quality, Assurance (ETQA) Body, or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the unit standard, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in the Unit Standard.
  • Anyone wishing to be assessed against this unit standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA.
