PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners working within a ward committee or local government structure. The completion of the standard will add value to the learning portfolio of individuals, seeking to develop a career pathway in local government and administration.

The qualifying learner is capable of:
  • Demonstrating an understanding and explaining the communication and delegated function of ward committees.
  • Describing and applying communication techniques in the functioning of ward committees.
  • Demonstrating an understanding and describing the management of municipal performance and the role of ward committees in the process.
  • Demonstrating an understanding and explaining the role of ward committees in Council decision-making and accountability.
  • Utilising basic conflict management techniques to ensure effective resolutions in conflict situations that may arise in ward committee functioning.
  • Applying the principles of facilitation in order to manage effective relations within the Ward Committee context.

    Section 74(a) of The Local Government: Municipal Structures Act, 1988 is explained and applied in Ward Committee processes.

    The building of positive relationships between ward residents, counsellors and the municipality is facilitated by utilising appropriate communication and interpersonal skills. 

    ASSESSMENT CRITERION 2 
    Public participation in the process of development, review and implementation management of the Integrated Development Planning of the municipality is facilitated in order to achieve overall municipal governance objectives. 

    ASSESSMENT CRITERION 3 
    The process for advising and making recommendations to Council on policy in matter affecting the Ward Community is described with examples. 

    ASSESSMENT CRITERION 4 
    The participatory structure of Ward Committees in relation to a municipality is explained with examples. 

    ASSESSMENT CRITERION 5 
    The process for participating in stakeholder cluster forums is described with examples.

    Duties imposed on Ward Committees by other legislation are listed and explained with examples.

    Demonstrate an understanding and describe the management of municipal performance and the roll of Ward Committees in the process.

    The provisions of The Local Government: Municipal Systems Act, 2000 relating to the establishment of municipal Performance Management System (PMS) are described in the context of Ward Committee functioning. 

    ASSESSMENT CRITERION 2 
    The role of Key Performance Indicators (KPI) set by the Minister of Provincial and Local Government are described and applied in Ward Committee functioning. 

    ASSESSMENT CRITERION 3 
    Guidelines for identifying, screening and measuring KPIs of Ward interest groups are identified and explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Interest groups include but are not limited to general interest groups, specialist groups, traditional leaders, community development workers.
