PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for people who work in the field of Local Employment and Skills Development Practices.

The qualifying learner will be able to:
  • Demonstrate an understanding of the social contexts and values underpinning skills development.
  • Promote the legislation that directly or indirectly support skills development.
  • Apply the different strategies for implementing the skills development laws.
  • Apply the relevant values, laws and strategies in the workplace. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Access to this Unit Standard is open, with learners demonstrated competence in Communication at NQF level 3. 

    UNIT STANDARD RANGE 
    All relevant legislation, strategies and policy documents such as the Skills Development Act, the Skills Levies Act, The SAQA Act, Batho Pele, Human Resource Development Strategy, the Skills Development Strategy, Employment Equity Act as well as regulations pertaining to these should be included. In addition any sector specific legislation could be considered.

    The principles and values underpinning skills development in the public sector are explained in the context of the functioning of the three spheres of government.

    The principles and values underpinning two national and two local institutions are identified and explained in terms of their operations. 

    ASSESSMENT CRITERION 3 
    Current skills development legislation is identified and a summary of the underlying principles and values is given in writing. 

    ASSESSMENT CRITERION 4 
    Batho Pele principles are explained with examples. 

    ASSESSMENT CRITERION 5 
    Skills development priorities are linked to labour market opportunities.

    Promote legislation that directly and indirectly supports skills development.

    The laws and strategies that are directly linked with skills development are identified and their key purposes outlined with examples.

    Social values and legislative objectives are matched with view to promoting applicable legislation.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    Accreditation for this Unit Standard shall be obtained from the relevant Education and Training Quality Assurance Body, through summative and formative assessment by a registered assessor.
  • Assessors must be registered as an Assessor with the relevant ETQA.
  • Moderators must be registered as assessors with the relevant ETQA, or with an ETQA that has a Memorandum of Agreement with the relevant ETQA.
  • Training providers must be accredited by the relevant ETQA.

    Moderation should include both internal and external moderation where applicable.
