PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard is able to inspect and approve packaged goods for compliance in the transport of dangerous, hazardous and harmful cargoes by sea. They are also able to verity all documentation for correctness and authenticity. Learners are also able to check the vessel for suitability before loading.

A person credited with this unit standard is capable of:
  • Inspecting container/magazine for suitability.
  • Verifying documentation.
  • Checking vessel for suitability and segregation.
  • Issuing certificate of compliance.

    Learners accessing this unit standard will have demonstrated competence in:

    The package requirement is analysed to identify suitable container/magazine according to the International Maritime Dangerous Goods code. 

    ASSESSMENT CRITERION 2 
    A multi modal declaration is received and verified according to the International Maritime Dangerous Goods code. 

    ASSESSMENT CRITERION 3 
    The purpose for inspecting the container/magazine is explained and described as it relates to the International Maritime Dangerous Goods code. 

    ASSESSMENT CRITERION 4 
    The purpose of the multi modal declaration is explained and described as it relates to the International Maritime Dangerous Goods code. 

    SPECIFIC OUTCOME 2 
    Verify documentation. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The South African Maritime Safety Authority container/magazine inspection certificate is completed and available according to the national legislation for Class 1 substances. 

    ASSESSMENT CRITERION 2 
    Transport documentation is verified according to the International Maritime Dangerous Goods code. 

    ASSESSMENT CRITERION 3 
    Stowage plan is assessed and verified according to the International Maritime Dangerous Goods code as it relates to the segregation and stowage of goods. 

    ASSESSMENT CRITERION 4 
    An Explosive Class 1 checklist is completed and submitted by agent according to the national legislation for Class 1 substances only. 

    ASSESSMENT CRITERION 5 
    All related permits (from the South African Police Service) are completed according to national legislation. 

    ASSESSMENT CRITERION 6 
    The classification of the goods according to UN numbers is verified against International Maritime Dangerous Goods classification codes. 

    ASSESSMENT CRITERION 7 
    The purpose of the verification of the documentation is explained and described in accordance to the International Maritime Dangerous Goods code and national requirements. 

    SPECIFIC OUTCOME 3 
    Check vessel for suitability and segregation.

    ASSESSMENT CRITERION 1 
    Vessel is inspected for suitability in conformance with Safety of Life at Sea regulations (SOLAS) and segregation and stowage according to International Maritime Dangerous Goods code. 

    ASSESSMENT CRITERION 2 
    All certification documentation is verified as it relates to the International Maritime Dangerous Goods code. 

    ASSESSMENT CRITERION 3 
    Fire hazards are considered and addressed in line with safety legislation. 

    ASSESSMENT CRITERION 4 
    Emergency procedures are listed and explained in line with the International Maritime Dangerous Goods code. 

    ASSESSMENT CRITERION 5 
    The importance of vessel suitability is explained and described as it relates to Safety of Life at Sea regulations.
