PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for elected political leaders and public sector officials involved with the service delivery activities at a strategic level and require the use of public assets to render services to the communities. This unit standard contributes to the development of management skills of South Africa's political executives, strategic executive managers and other role-players contributing to the development of improved service delivery to communities. The qualifying learner will be able to apply the appropriate knowledge, skills and underlying abilities of ensuring that knowledge management systems are developed in order to enhance communications strategy and service delivery objectives of public sector organisation.

The qualifying learner is capable of:
  • Creating and supporting a vision and culture that empowers staff to seek and share knowledge.
  • Establishing partnerships across organisational boundaries to facilitate knowledge sharing.
  • Correlating different organisational knowledge structures.
  • Facilitating knowledge management communication lines within and across organisations. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    All learners accessing this qualification must be in possession of a NQF Level 5 Public Administration Higher Education and Training Certificate or equivalent qualification. The learner must also be competent in Public Sector Knowledge Management on NQF Level 5.

    Mechanisms to motivate public servants to seek new sources of information and increase their knowledge base are developed and communicated throughout the organisation.

    Opportunities for information sharing amongst key role players in knowledge management are identified and incorporated into the organisational schedule.

    Agreements are concluded with institutes and external experts to facilitate information sharing and knowledge acquisition for the public service knowledge inventory.

    Conferences, seminars and other information sharing opportunities are identified to address particular knowledge themes and are organised on the basis of exclusivity.

    Experts in specific topics and particular areas of knowledge are identified and invited in accordance with the organisational schedule for information sharing.

    Trends in knowledge sharing are monitored and relevant databases and processes defined accordingly.

    Policies for organising and communicating information sharing events are developed and communicated in accordance with organisational procedures.

    Individuals and structures within and across organizations are provided with appropriate information on a regular basis to encourage and support common understanding.

    The knowledge inventory is regularly reviewed and mechanisms to update users on new acquisitions are developed and incorporated into existent organisational systems.
