PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for elected political leaders and public sector officials involved with the service delivery activities at a strategic level and require the use of public assets to render services to the communities. This Unit Standard contributes to the development of management skills of South Africa's political executives, strategic executive managers and other role-players contributing to the development of improved service delivery to communities. The qualifying learner will be able to apply the appropriate knowledge, skills and underlying abilities in relation to change management strategies within the public sector. The individual learner will contribute to the improvement in the service delivery of his/her organisation and the overall public sector.

The qualifying learner is capable of:
  • Designing change management strategy to enhance organisational performance.
  • Designing communication strategy to meet change management goals.
  • Sponsoring change agents and creating a network of leaders who support and own change initiatives.
  • Designing activities, processes and procedures to implement change management strategy. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    All learners accessing this qualification must be in possession of a NQF Level 5 Public Administration Higher Education and Training Certificate or equivalent qualification. The learner must also be competent in Public Sector Change Management at Level 5.

    Organisational risks and factors that contribute to a sound change management strategy is identified and defined in the public service context.

    Change management strategies are researched and selected according to organisational procedures and overall public sector objectives.

    Appropriate change management strategy is piloted in accordance with organisational policies and procedures.

    The piloted change management strategy is analysed and the appropriate reporting procedures is followed in accordance with public service sector procedures.

    Design communication strategy to meet change management goals.

    Communication strategy and plan to meet change management initiatives are designed according to organisational procedures and public sector policies and objectives.

    Appropriate media options are selected according to public service sector operations.

    Changes to communication strategy is evaluated and adjusted to meet changing needs of the change management strategy of the public service organisation.

    Potential organisational leaders for the future are identified and promoted in terms of public service sector procedures.

    Reward systems for successful performance by change agents and leaders are instituted according to organisational requirements.
