PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for elected political leaders and public sector officials involved with the service delivery activities at a strategic level and require the use of public assets to render services to the communities. This Unit Standard contributes to the development of management skills of South Africa's political executives, strategic executive managers and other role-players contributing to the development of improved service delivery to communities. The qualifying learner will be able to apply the appropriate knowledge, skills and underlying abilities of developing and producing service delivery protocols and agreements in a public sector organisation to achieve overall service delivery objectives. The individual learner will contribute to the improvement in the service delivery of his/her organisation and the overall public sector.

The qualifying learner is capable of:
  • Negotiating the nature and extent of services to be provided, and protocols governing service provision.
  • Establishing terms of agreement.
  • Specifying services to be purchased and/or provided.
  • Approving, monitoring, evaluating and reporting on provisions. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    All learners accessing this qualification must be in possession of a NQF Level 5 Public Administration Higher Education and Training Certificate or equivalent qualification. The learner must be competent in Public Sector service delivery requirements for NQF Level 5.

    SPECIFIC OUTCOME 1 
    Negotiate the nature and extent of services to be provided, and protocols governing service provision.

    ASSESSMENT CRITERION 1 
    Customs, conventions, and proprieties are adopted in relation to protocols for negotiations and agreements as practiced in the Public Service Sector. 

    ASSESSMENT CRITERION 2 
    The substance and form of protocols are adopted in relation to negotiations and agreements for service provision in the Public Service sector. 

    ASSESSMENT CRITERION 3 
    The need for services is established in relation to political requirements and customer needs, and the range of services to be purchased and/or provided is clarified. 

    ASSESSMENT CRITERION 4 
    Specifications of required services are outlined in accordance with organisational policies and procedures. 
    ASSESSMENT CRITERION RANGE 
    Specifications include, but are not limited to quantity, quality, delivery location, time of delivery, form of delivery, cost basis, price basis.
     

    ASSESSMENT CRITERION 5 
    Capability of the public sector organisation to supply identified services is established in relation to the range and specification of services in keeping with established practice in Public Services. 

    ASSESSMENT CRITERION 6 
    Negotiations are conducted with appropriate supplier/provider personnel and within specific public sector organisation policies and procedures.

    Establish terms of the agreement.

    ASSESSMENT CRITERION 1 
    The requirements for terms of agreement are identified and explained in accordance with Public Service protocols and operations. 
    ASSESSMENT CRITERION RANGE 
    Agreement requirements include, but are not limited to commencing and terminating dates, specify parties to the agreement, nature of relationships, purpose of agreement, scope of agreement, payment basis, payment terms, payment conditions.
     

    ASSESSMENT CRITERION 2 
    The terms and conditions of services to be purchased/supplied are specified in accordance with Public Service protocols and agreements. 
    ASSESSMENT CRITERION RANGE 
    Conditions may include, but are not limited to basis of costs and prices, quantities, quality, place, time and form of delivery, special conditions, delivery provisions required by the Minister.
     

    ASSESSMENT CRITERION 3 
    Rights, responsibilities and obligations of all parties to the agreement are specified in accordance with Public Service protocols and agreements. 
    ASSESSMENT CRITERION RANGE 
    Considerations include, but are not limited to ownership, liability, arbitration provisions, power, risks, accountability provisions.
     

    ASSESSMENT CRITERION 4 
    Performance indicators and measures are defined and adopted by all parties to the agreement as practiced in the Public Service sector. 
    ASSESSMENT CRITERION RANGE 
    Measures may include, but are not limited to assessment of service provision according to specifications, processes to verify delivery of agreed outputs, provisions of rewards and sanctions, basis for comparison with other service providers.
     

    ASSESSMENT CRITERION 5 
    Provisions and procedures for amending, updating and cancelling the agreement between all parties are established and provided for in terms of the Public Service agreement.

    The nature and extent of targeted services are approved and confirmed according to the Public Service sector policies and procedures.

    Service provision outputs are classified in accordance with Public Service practice. 

    ASSESSMENT CRITERION 3 
    A summary of the desired outputs is produced and presented according to the Public Service sector processes. 
    ASSESSMENT CRITERION RANGE 
    Outputs include, but are not limited to outputs to be purchased, output classification, output costs, quantity measures, quality measures.
     

    ASSESSMENT CRITERION 4 
    Compliance with the provisions of protocols and agreements are ensured according to relevant legislation, policies and procedures.

    Approve monitoring, evaluation, and reporting provisions.

    Monitoring and reporting strategies are approved in relation to organisational operations and agreements.

    Determine organisational capability to undertake review process or to contract external provider according to Public Services requirements.

    Identify and report variance from agreed performance standards and accountability measures in accordance with established Public Service sector procedures. 

    ASSESSMENT CRITERION 4 
    Outcomes of review and reporting procedures are evaluated and related amendments to the agreement are implemented according to departmental requirements.
