PURPOSE OF THE UNIT STANDARD 
This Unit Standard is intended for elected political leaders and public sector officials involved with the service delivery activities at a strategic level and require the use of public assets to render services to the communities. This Unit Standard contributes to the development of management skills of South Africa's political executives, strategic executive managers and other role-players contributing to the development of improved service delivery to communities. The qualifying learner will be able to apply the appropriate knowledge, skills and underlying abilities of ensuring that knowledge management mechanisms and structures are developed in order to enhance communications strategy and service delivery objectives of public sector organisation.

The qualifying learner is capable of:
  • Developing a proposal to communicate the value of and necessity for a knowledge management system to different audiences.
  • Amending the proposal to minimise identified risks and threats identified by different audiences.
  • Establishing knowledge management structures and mechanisms in line with organizational policies and procedures.
  • Coaching others on knowledge management techniques and promoting best practice.
  • Establishing and implementing trouble shooting mechanisms to maintain and improve the knowledge management system.
  • Monitoring and measuring knowledge capability within a public sector organisation. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    All learners accessing this qualification must be in possession of a NQF Level 5 Public Administration Higher Education and Training Certificate or equivalent qualification. The learner must also be competent in Public Sector Knowledge Management on NQF Level 5.

    Develop a proposal to communicate the value of and necessity for a knowledge management system to different audiences.

    A situational analysis is conducted to assess current information gathering systems within the organisation. 

    ASSESSMENT CRITERION 2 
    Mechanisms and underpinning structures to communicate and update information are identified on the basis of the analysis undertaken. 

    ASSESSMENT CRITERION 3 
    A formal proposal for establishing the knowledge management system is drawn up. 

    ASSESSMENT CRITERION 4 
    The proposal is presented to a range of audiences (verbally and in writing) in accessible, concise and appropriate formats. 

    SPECIFIC OUTCOME 2 
    Amend proposal to minimise identified risks and threats identified by different audiences.

    Comments and issues raised by audiences to whom the proposal was presented are captured and reflected accurately demonstrating an understanding of the issues raised.

    Risks and potential threats to the establishment of the knowledge management structures and mechanisms are identified and appropriate solutions are proposed. 

    ASSESSMENT CRITERION 3 
    Comments, concerns and issues raised by audiences are addressed in amendments to the proposal.

    Risk profile is carefully considered and mechanisms and structures developed within boundaries of risk profile.

    Strategies to improve knowledge management are developed, communicated and implemented in line with overall service delivery objectives.

    Feedback on efficacy of knowledge management system is monitored and reviewed on an ongoing basis.
