PURPOSE OF THE UNIT STANDARD 
Applicants who are preparing to obtain their learner driving licence require the skills, values and knowledge reflected in this unit standard. Learners who achieve this unit standard will demonstrate knowledge, relevance and meaning of road signs, markings and signals, rules of the road, controls of the motor vehicle and driver related issues.

A person credited with this unit standard is able to:
  • Identify, categorise and qualify road signs, markings and signals.
  • Explain specific rules of the road.
  • Identify different controls of the vehicle and explain its uses.
  • Explain driver responsibilities and duties in operating a vehicle.
  • Obtain a provisional driving licence.

    The achievement of this unit standard contributes to the exit level outcomes required for the National Certificate: Professional Driving at Level 3 and related qualifications. It further contributes to the professional development of learners within the road users environment and provides further mobility and portability within the field of Transport to improve road safety.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that the learner has the following knowledge and skills:
  • Communication at NQF level 1 or equivalent.
  • Mathematical Literacy at NQF Level 1 or equivalent.

    UNIT STANDARD RANGE 
  • Requirements include but are not limited to road signs, markings and signals, rules of the road, controls of the motor vehicle and driver related issues.
  • Provisional licence is limited to a learner driving licence.

    The typical scope of this unit standard:
  • Safe driving practice includes but is not limited to all road signs, markings and signals, legal requirements and positive attitude.
  • Assessment of the learner shall be conducted in compliance with National Road Traffic Act No 93 of 1996.
  • The terms driving, operating and riding are used as synonyms where applicable.
  • The terms vehicle can refer to category of vehicle being motor cycle, light motor vehicle, heavy motor vehicle where applicable.
  • The term road refers to any public road.
  • The learner must meet the prescribed legal requirements.
  • Code 1 refers to learner driving licence for motor cycles.
  • Code 2 refers to learner driving licence for light motor vehicles.
  • Code 3 refers to learner driving licence for heavy motor vehicles.

    Identify, categorise and qualify road signs, markings and signals.

    The relevant categories of road signs, markings and signals have been identified in accordance with signage. 
    ASSESSMENT CRITERION RANGE 
    Sategories include regulatory, warning, information.
     

    ASSESSMENT CRITERION 2 
    Road signs, markings and signals have been identified in accordance with specific licence code requirements. 

    ASSESSMENT CRITERION 3 
    Individual road signs, markings and signals are identified and interpreted for appropriate driver action. 

    ASSESSMENT CRITERION 4 
    The reasons for the use of particular road signs, markings and signals are explained and interpreted to reflect on its purpose. 

    SPECIFIC OUTCOME 2 
    Explain specific rules of the road. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The relevant rules of the road are explained in accordance with the National Road Traffic Act No 93 of 1996. 

    ASSESSMENT CRITERION 2 
    The rules of the road have been identified in accordance with specific licence code requirements. 

    ASSESSMENT CRITERION 3 
    The consequences of not adhering to road rules are reflected on to determine its impact on road safety. 

    SPECIFIC OUTCOME 3 
    Identify different controls of the vehicle and explain its uses. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Controls of specific categories of vehicle are identified in accordance with the National Road Traffic Act No 93 of 1996. 
    ASSESSMENT CRITERION RANGE 
    Category of vehicle refers to motorcycle, light motor vehicle, heavy motor vehicle.
     

    ASSESSMENT CRITERION 2 
    The position of controls are identified according to location in specific makes and categories of vehicles. 

    ASSESSMENT CRITERION 3 
    The function and purpose of controls are explained in relation to the safe driving/riding a motor vehicle. 

    SPECIFIC OUTCOME 4 
    Explain driver responsibilities and duties in operating a vehicle. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The safe operation of a motor vehicle is explained in accordance with the requirements of the system of vehicle control. 

    ASSESSMENT CRITERION 2 
    The role of the driver is reflected on in relation to ensuring the roadworthiness of the vehicle. 

    ASSESSMENT CRITERION 3 
    The duties and responsibilities of a driver is explained as determined by legislation. 

    ASSESSMENT CRITERION 4 
    The requirements for mental and physical driver fitness are described in relation to legislation. 
    ASSESSMENT CRITERION RANGE 
    Mental and physical driver fitness includes stress, alcohol and substance levels, fatigue.
     

    SPECIFIC OUTCOME 5 
    Obtain a provisional driving licence. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    All road signs, markings and signals are categorised and qualified in accordance with the prescribed tests. 

    ASSESSMENT CRITERION 2 
    The rules of the road are applied in accordance with the appropriate circumstances. 

    ASSESSMENT CRITERION 3 
    The controls of the vehicle are identified in relation to its purpose. 

    ASSESSMENT CRITERION 4 
    The responsibilities and the duties of a driver are identified in accordance with specific road traffic circumstances. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
    The assessment will be governed by the policies and guidelines of the relevant Education and Training Quality Assuror (ETQA) that has jurisdiction over this field of learning in accordance with the relevant legislation.

    The assessor will (at the very least) be accredited and have a relevant qualification as prescribed in the relevant legislation and be a subject matter expert in this learning area and/or at least have 3 years experience in the skills specific area.

    The learner can be assessed against this unit standard to obtain credits or as part of an integrated assessment for a qualification:
    > Internal moderation.
    > External moderation.
    > An assessor, accredited by the relevant ETQA, will assess the learner's competency.
    > Assessment procedures will be supplied by the ETQA in alignment with NSB requirements.

    Assessors should keep the following general principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented.Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, then focus assessment around each specific outcome, or groups of specific outcomes. Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the candidate can achieve the outcomes again and again.
  • All assessments should be conducted in line with the following well-documented principles: assessment should be appropriate, fair, manageable, integrated into work or learning, valid, and consistent. Evidence should be authentic, sufficient, and current.
  • Assessment of this standard can be carried out through continuous assessment throughout the course of study and specific performances assessed.
  • Provision needs to be made for learners with special needs.
  • The assessment that is completed at the driving licence testing centre must be completed in accordance with prescribed legal requirements.

    Driving licence testing centre: registered and graded as prescribed in the National Road Traffic Act:
  • Code 1 learner driving licence for motor cycles refers to the category A1 and A as prescribed in relevant regulations.
  • Code 2 learner driving licence for light motor vehicles refers to category B and EB as prescribed in relevant regulations.
  • Code 3 refers to learner driving licence for heavy motor vehicles refers to category C1, C, EC1 and EC as prescribed in relevant regulations.
