PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for learners who are involved in the identification of suitable land for housing development purposes. Learners achieving this standard will be able to apply policy and legislative requirements to access land at a provincial and local scale.

The qualifying learner will be capable of:
  • Discussing the South African land policy and related legislative frameworks in respect of housing development.
  • Evaluating and implementing the various land reform programmes for housing delivery.
  • Applying land economics principles to analyse the urban and rural land market and describe how this shapes the urban and rural built environment.
  • Demonstrating an understanding the role and procedures of environmental impacts assessments.
  • Demonstrating an understanding of the role of land taxation in regulating access to land for housing.
  • Demonstrating understanding of collective and individual tenure forms and land management systems.

    The vision, strategic goals and objectives and of land policy are explained in context. 

    ASSESSMENT CRITERION 2 
    The issues affecting the land policy are discussed using a case study.

    The procedures to facilitate the release of appropriate public land for affordable housing are discussed within a context of integrated housing development. 

    ASSESSMENT CRITERION 4 
    Land development objectives are set for housing development purposes at a provincial or local level in accordance with development principles.

    Development principles refer to those principles as prescribed in terms of the current legislation.

    The establishment of a land administration committee and its functions are discussed using a relevant scenario.

    The evaluation of the various land reform programmes gives insight to the intention of land reform in South Africa according to the provisions of the land policy.

    Land prices are evaluated and applied in the context of land acquisition for housing development.

    The choice of use and investment in land for housing development by developers (public or private) is determined given a specific context of housing development.

    Demonstrate an understanding of the role and procedures of environmental impacts assessment for housing development.

    The relevant provisions of Environmental Conservation Act related to the requirements for housing development are explained and interpreted in the context of housing development. 

    ASSESSMENT CRITERION 2 
    An understanding of the environmental principles as contained in the National Environmental Management Act is demonstrated using a case study. 

    ASSESSMENT CRITERION 3 
    Techniques to facilitate public participation for the purposes of environmental impact assessment are determined to ensure compliance with the applicable law(s) for effective housing development. 

    ASSESSMENT CRITERION 4 
    The processes and procedures involved in the environmental impact assessment are explained with examples. 

    ASSESSMENT CRITERION 5 
    The Environmental Impact Assessment report is interpreted and utilised for housing development purposes.

    Demonstrate an understanding of the role of land taxation in regulating access to land for housing development.

    ASSESSMENT CRITERION 1 
    An investigation into the different rates for different categories of rateable property in the context of land is conducted in order to provide proper advice to land purchasers for the purposes of government assisted housing. 

    ASSESSMENT CRITERION 2 
    An understanding of the role of land taxation in regulating access to land for housing is demonstrated and explained in context. 

    SPECIFIC OUTCOME 6 
    Demonstrate understanding of collective and individual tenure forms and land management system.

    The guiding principles of tenure reform are explained in context. 

    ASSESSMENT CRITERION 2 
    Collective and individual tenure forms of ownership are identified and explained using a case study.

    Land management system is described using examples. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the Qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual Unit Standards as well as the integrated competence described in the Qualification.
  • Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA.
