This unit standard will be useful for people who are involved in the formulation of housing policy in response to housing needs and demand in a South African context.
Learners accessing this unit standard will acquire knowledge on the processes of housing strategy formulation and the development of related housing programmes either at national, provincial or local level.

The qualifying learner will be capable of:
  • Explaining and discussing the specific stages in housing policy formulation and implementation.
  • Analysing the national and international policy frameworks that impact on housing development.
  • Evaluating and discussing the principles governing housing policy development.
  • Designing and developig a framework to guide policy development.
  • Designing guidelines for the implementation of a housing policy.

    Analysis is carried out in terms of national and international policy frameworks relating to housing to determine purpose, scope and context of housing policy formulation.

    Theoretical perspectives underpinning the housing policy design and development are analysed for effective housing policy development process.

    Findings are supported by the analysis of the data to determine policy design and development for housing development.

    Factors which may impact on the development of housing policy from the legislative and regulatory perspectives are assessed in the South African context.

    The principles governing the formulation of the housing policy are evaluated and discussed to inform policy formulation process.

    Relevant case studies and documentation that apply to housing are debated within context to determine the direction of the policy development.

    The impact of community norms, beliefs, standards and cultural diversity is assessed to inform the policy development process.

    The framework is designed to provide clear instructions on how to implement a particular component of the policy. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the Qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual Unit Standards as well as the integrated competence described in the Qualification.
  • Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA.
