PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for people to foster and promote intergovernmental relations within and between government departments as well as outside government. It provides learners with an understanding of the importance of co-operative governance, collaboration and co-ordination of functions for effective service delivery.

Qualifying learners credited with this unit standard are able to:
  • Examining and interpreting the legal and policy contexts of intergovernmental relations.
  • Interpreting the principles of co-operative governance and intergovernmental relations.
  • Analysing and interpreting the roles and responsibilities of the different spheres of government with respect to service delivery.
  • Developing frameworks for intergovernmental relations.
  • Identifying and describing the areas of co-operation.
  • Developing an action plan for co-operative governance between spheres of government.

    The disadvantages and implications resulting from a lack of sound co-operative governance are explained using a case study.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Providers offering learning towards this unit standard will be accredited by the relevant Educational Training Quality Assurance Body (ETQA) or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning in that will enable achievement of this Unit Standard or will assess this Unit Standard must be accredited as a provider with the relevant ETQA, or with ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Therefore, anyone wishing to be assessed against this unit standard may apply to be assessed by any assessment agency, assessors or provider institution that is accredited by the relevant ETQA or with an ETQA that has a Memorandum of Understanding (MOU) with the relevant ETQA.
