PURPOSE OF THE UNIT STANDARD

This unit standard is intended for people who work or seek to work in an emergency environment who are expected to interpret and implement the disaster management policy, legislation and programmes in a housing context.

The qualifying learner will be capable of:

Critically evaluating and interpreting policy and legislation for disaster management.

Identifying and describing relevant structures to ensure disaster management in emergency housing situations.

Identifying potential risks and recommend mitigating solutions.

Explaining housing assistance in emergency housing circumstances.

Learners accessing this unit standard will have demonstrated competence in Mathematical literacy and Communication skills at NQF Level 5 or equivalent.

Disaster management guidelines regarding housing as contained in government policies, legislation, regulations and instructions are identified and described in the context of housing.

ASSESSMENT CRITERION 2

Operating procedures to implement pre-disaster activities are evaluated and explained in accordance with the organisational requirements.

ASSESSMENT CRITERION 3

Emergency problems related to housing are discussed within the context of disaster.

ASSESSMENT CRITERION RANGE

Emergency problems refer but is not limited to fire, floods, and other disastrous causes affecting housing especially in informal settlements.

Various elements of emergency housing circumstances are evaluated and described.

Measures to do hazard, risk, vulnerability and capacity assessments are explained according to implementation guidelines.

Information technology systems for risk assessment are identified and applied to relevant emergency housing circumstances.

ASSESSMENT CRITERION 1

Knowledge of operating procedures to implement guidelines for emergency housing is demonstrated and discussed with examples.

Assessment of post-disaster damage of infrastructure and livelihoods is conducted and findings reported to determine interventions.

Short term response and recovery measures are described to meet individual and group households needs.

Rehabilitation and reconstruction measures to ensure sustainable livelihoods are identified and explained to
role-players in disaster management in the context of housing.

UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS

Anyone assessing a learner or moderating the assessment of a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.

Any institution offering learning that will enable the achievement of this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.

Assessment and moderation of assessment will be overseen by the relevant ETQA or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA's policies and guidelines for assessment and moderation.

Moderation must include both internal and external moderation of assessments at exit points of the Qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual Unit Standards as well as the integrated competence described in the Qualification.

Anyone wishing to be assessed against this Unit Standard may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA.
