PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to interpret safety information and explain the different types of signals, their meanings, transmissions and what action needs to be taken for each type. They are also able to use and read international code signals correctly.

The qualifying learner will be capable of:
  • Interpreting information.
  • Explaining the different types of signals, means of transmission and action required.
  • Using the International Code of Signals. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    Learners accessing this unit standard will be assumed competent in:
  • Communication at NQF Level 1 or equivalent.
  • Mathematical Literacy at NQF Level 1 or equivalent.
  • South African Maritime Safety Authority's Pre-sea Familiarisation certificate. 

  • UNIT STANDARD RANGE 
    The following scope and context applies to the whole unit standard:
  • This unit standard deals with the basic competence to use Marine Safety information.
  • Work must be carried out in accordance with the relevant maritime regulations.
  • Vessel will be a fishing vessel under 24m.
  • Can demonstrate competence by oral examination and assessment of evidence obtained from one or more of the following:
    > Approved in-service training.
    > Approved training ship.
    > Approved simulator training.
  • Functional literacy in Maritime English communication.
  • SAMSA's Code for South African Maritime Qualifications: Study matrices and syllabuses for fishing and marine motorman qualifications - Communications (Fishing), Module 1, any amendments or equivalent.

    SPECIFIC OUTCOME 1 
    Interpret information. 
    OUTCOME RANGE 
    Information may include but is not limited to navigational publications and/or messages and/or draft related messages, charts and other nautical publications, meteorological information and messages concerning ship's safety and operation and communications with other ships and coast stations. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Navigational publications and messages are interpreted relevant to the safety of the ship. 

    ASSESSMENT CRITERION 2 
    A navigational warning is drafted in accordance with the requirements of the International Safety of Life at Sea (SOLAS) Convention. 

    SPECIFIC OUTCOME 2 
    Explain the different types of signals, means of transmission and action required. 
    OUTCOME RANGE 
    Marine Safety Information (MSI) may include but are not limited to navigational warnings, meteorological forecasts, search and rescue messages, MSI signals, means of transmission, Navareas, Metareas, navigational warnings, South African list of radio signals and local knowledge regarding the use, receipt and transmission of Marine Safety Information is required.

    ASSESSMENT CRITERION 1 
    The various Marine Safety Information formats are explained with examples. 

    ASSESSMENT CRITERION 2 
    The means of transmission are explained with examples. 

    ASSESSMENT CRITERION 3 
    The South African list of radio signals used to receive the different Marine Safety Information signals are listed and explained with examples. 

    ASSESSMENT CRITERION 4 
    Navigational warnings are generated according to standard operating procedures.

    Use the International Code of Signals.

    The meanings of the various single letter flags are explained with examples of each.

    The International Code of Signals multiple letter flag signals are interpreted in a simulated exercise.
