PURPOSE OF THE UNIT STANDARD 
The purpose of this unit standard is to equip learners with the necessary skill, knowledge and attributes that will enable them to man an access control point. They will also be able to execute access control duties in a manner that will contribute towards the safety of an organisation or environment. The competencies outlined in this unit standard will also lead to the minimising of physical losses for an organisation. This unit standard will enable security personnel who are working at an access control point to control vehicles, goods and persons as they enter or leave the security area with the ultimate purposes of safeguarding the organisation against external threat and potential losses.

A person credited with this unit standard will be able to:
  • Explain access and egress control functions.
  • Control people, vehicles and materials at an access and egress control point.
  • Search people, goods and vehicles.
  • Escort authorised persons and vehicles.

  • UNIT STANDARD RANGE 
  • Access control refers to the entering of premises while egress refers to the exiting of premises.
  • A given situation may refer to but is not limited to role-plays, structured scenarios, case studies and given scenarios.
  • For the purposes of this unit standard all methods and processes must be applied in line with legal prescripts and prescribed operating procedures.

    ASSESSMENT CRITERION 1 
    Access and egress control functions are described in terms of authorised and unauthorised persons, vehicles and goods. 
    ASSESSMENT CRITERION RANGE 
    Functions refer to functions used when entering and leaving a secured area.
     

    ASSESSMENT CRITERION 2 
    Types of positive identification systems used on access control sites are identified to determine when which systems should be used. 
    ASSESSMENT CRITERION RANGE 
    Types of positive identification systems may include but are not limited to manual operated systems and electronic operated system (visual, audio and biometric), physical and computer systems used for positive identification of people vehicles and goods.
     

    ASSESSMENT CRITERION 3 
    Methods in which access and egress control can be conducted are described in line with potential risk and threat and client requirements. 
    ASSESSMENT CRITERION RANGE 
    Potential risks and threats may include but are not limited to the level of threat in comparison to the financial resources needed to implement a specific access control measure.
     

    ASSESSMENT CRITERION 4 
    The importance of portraying a client-focused approach is explained in an access and egress control environment. 

    ASSESSMENT CRITERION 5 
    Emergency access and egress control procedures at a given site are described in order to contribute towards emergency preparedness.

    A positive identification is made in accordance with the prescribed access and egress control procedure. 

    ASSESSMENT CRITERION 2 
    Unauthorised and authorised persons, vehicles and goods are managed in accordance with the access and egress control procedures for a given site. 

    ASSESSMENT CRITERION 3 
    The reasons why the movement of persons, vehicles and goods must be recorded manually and or electronically are explained in terms of the effect on the security of a site. 

    ASSESSMENT CRITERION 4 
    Observation techniques are applied at a given site in order to detect potential safety and security risks and threats. 
    ASSESSMENT CRITERION RANGE 
  • Risks may include but are not limited to security risks, and OHS related risks.
  • Observation may include but is not limited to the observation of vehicles, persons and goods as well as the surveillance through electronic detection systems and physical observations.

    Potential risks and threats are identified by searching and observing persons, goods and vehicles.

    The reasons for searching persons, vehicles and goods are explained in terms of access and egress control principles.

    The movement of authorised and unauthorised persons, vehicles and goods are controlled in a given situation.

  • Authorised and unauthorised goods may include but is not limited to company property, assets, dangerous goods, hazardous goods and dependence forming drugs.
  • Hazardous substances may include but is not limited to hazardous chemical substances, radioactive substances, dangerous goods may include but is not limited to explosive substances, dangerous weapons, firearms.
     

  • ASSESSMENT CRITERION 4 
    Authorised items are differentiated from unauthorised items at a given access and egress control point. 
    ASSESSMENT CRITERION NOTES 
    Items required to be kept at access or egress control point are secured and returned to legal owner in same condition as received in accordance with legal prescripts and prescribed operating procedures. 

    ASSESSMENT CRITERION 5 
    Searching techniques are conducted in order to identify authorised and or unauthorised items. 
    ASSESSMENT CRITERION RANGE 
    Searching techniques may include but is not limited to searching with due regard to decency, respecting the privacy of individuals, obtaining consent and following a systematic approach in line with legal prescripts and prescribed operating procedures.
     

    ASSESSMENT CRITERION 6 
    Methods of controlling authorised and unauthorised items are identified and applied in a given situation. 

    SPECIFIC OUTCOME 4 
    Escort authorised persons, goods and vehicles. 
    OUTCOME RANGE 
  • Escort may include but is not limited to accompanying persons, goods and vehicles in reaching their destination on a given security premises.
  • Escorting does not refer to close protection escorting practices or assets in transit practices.

    ASSESSMENT CRITERION 1 
    Environments, persons, goods and vehicles are observed in order to identify potential risks and threats pertaining to the escorting function. 

    ASSESSMENT CRITERION 2 
    Reasons for escorting authorised persons are explained in relation to the restriction of access to unauthorised areas. 

    ASSESSMENT CRITERION 3 
    Reasons for knowing site lay-out and personnel locations are explained in order to escort to correct destination. 

    ASSESSMENT CRITERION 4 
    Authorised persons are escorted in line with escorting principles in a given situation. 
    ASSESSMENT CRITERION RANGE 
    Escorting principles may include but is not limited to keeping persons in visual contact, reaching destination, delivery of person.
