PURPOSE OF THE UNIT STANDARD 
This unit standard will enable learners to contribute to the development of specialist component strategies of an integrated transport plan in the transport planning field. This unit standard will benefit learners within the transport planning sector and contributes to professionalism within transport planning processes and systems.

A person credited with this unit standard is able to:
  • Analyse the typical problems and issues related to specialist areas of an integrated transport plan.
  • Critically analyse the range of typical interventions to address problems and issues associated with each specialist area.
  • Communicate analysis, findings and recommendations in support of a component strategy in each specialist area.

    SPECIFIC OUTCOME 1 
    Analyse the typical problems and issues related to specialist areas of an integrated transport plan. 
    OUTCOME RANGE 
    Specialist areas include but are not limited to freight, public transport (including universal access), non-motorised transport, travel demand management, road safety, infrastructure.

    ASSESSMENT CRITERION 1 
    The role of the specialist areas are interrogated to determine their systemic effects on the transport system. 

    ASSESSMENT CRITERION 2 
    Data needs, sources and analysis methods are identified to assess the typical problems and issues related to each specialist area. 

    ASSESSMENT CRITERION 3 
    A trend analysis is completed to assess underlying drivers of change within each specialist area. 

    ASSESSMENT CRITERION 4 
    The actual state of a specialist area is compared to the policy target to determine the gap and the extent of the problem. 

    SPECIFIC OUTCOME 2 
    Critically analyse the range of typical interventions to address problems and issues associated with each specialist area.

    ASSESSMENT CRITERION 1 
    Interventions and strategies related to each specific specialist area are identified and described in order to assess feasibility in own context. 

    ASSESSMENT CRITERION 2 
    The context within which precedent interventions have been implemented is analysed in order to compare with local contextual conditions. 
    ASSESSMENT CRITERION RANGE 
    Contextual conditions include but are not limited to institutions, legislation, planning frameworks, resources.
     

    ASSESSMENT CRITERION 3 
    Precedent interventions are reviewed to determine levels of success and the reasons for success. 

    ASSESSMENT CRITERION 4 
    The local contextual conditions are analysed to determine the feasibility of implementing specific precedent interventions. 

    ASSESSMENT CRITERION 5 
    Assessment criteria are developed in order to critically and systematically assess the feasibility of alternative precedent interventions in the local context. 

    ASSESSMENT CRITERION 6 
    A set of assessment criteria are applied to each specialist area in order to determine the feasibility of alternative precedent interventions in the local context. 

    SPECIFIC OUTCOME 3 
    Communicate analysis, findings and recommendations in support of a component strategy in each specialist area.

    ASSESSMENT CRITERION 1 
    Communication techniques and formats are identified and selected in order to advise stakeholders and decision makers. 

    ASSESSMENT CRITERION 2 
    The problem analysis and critical review of interventions are compiled into a motivation for a proposed strategy associated with each specialist area. 

    ASSESSMENT CRITERION 3 
    The motivation is presented so that it reflects the sequenced stages in the strategy formulation and implementation process to develop component strategies. 
    ASSESSMENT CRITERION RANGE 
    Srategy formulation includes but not limited to problem identification, generation of alternative strategies, impact assessment and evaluation, selection of strategy, project design and costing, programming and prioritisation and monitoring and revision.
     

    ASSESSMENT CRITERION 4 
    Major resource implications of proposed strategy are identified and included in the motivation. 

    ASSESSMENT CRITERION 5 
    The motivation situates each component strategy within the context of an integrated transport plan in order to demonstrate linkages and synergies between planned components.
