PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners seeking to enter Local Government and wishing to acquire general competences related to the functioning of Local Government. This unit standard enables the learner to acquire all the necessary administrative competences to support service delivery objectives within own Local Government work context.

The qualifying learner is capable of:
  • Identifying the various administrative systems and resources that are available to support service delivery in Local Government.
  • Identifying and applying a typical system for storing and retrieving data for a manual and electronic system.
  • Utilising resources to enhance service delivery in own work context.
  • Applying organisational skills to fulfill instructions.
  • Providing support services to specific projects.

    SPECIFIC OUTCOME 1 
    Identify the administrative systems and resources available to support service delivery in Local Government. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The function of administration is explained in relation to own work context and in achieving the overall service objectives of own Local Government context. 

    ASSESSMENT CRITERION 2 
    The various systems and guidelines for implementing administrative systems within Local Government are explained in relation to own job context. 

    ASSESSMENT CRITERION 3 
    Local Government procedures and Issues of confidentiality relating to documentation, administration and circulation of information is explained with examples. 

    ASSESSMENT CRITERION 4 
    The various resources that can be utilised in administrative support within Local Government environment are identified and explained with examples. 
    ASSESSMENT CRITERION RANGE 
    Resources include but are not limited to telephone systems, facsimiles, electronic mail, filing and archive systems already in place, knowledge management systems, photocopiers, computers, printers.

    Identify and use a data capturing system.

    Data system can be manual or electronic. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The advantages and disadvantages of different filing and indexing systems are identified and discussed in relation to general guidelines for drawing up storage and retrieval systems within a municipal environment. 

    ASSESSMENT CRITERION 2 
    Typical filing systems are identified and the most appropriate method determined for own work needs. 

    ASSESSMENT CRITERION 3 
    Methods of classification for filing are identified and drawn up for own filing system. 
    ASSESSMENT CRITERION RANGE 
    Methods of filing include but are not limited to alphabetical, numerical, subject, geographical, project related and chronological matters.
     

    ASSESSMENT CRITERION 4 
    A suitable method for retrieving and archiving documents is drawn up and kept up to date at all times.

    Utilise resources to enhance service delivery in own work context.

    Appropriate resources are selected to complete administrative support functions. 

    ASSESSMENT CRITERION 2 
    Problem-solving initiatives are utilised to resolve problems relating to resources. 
    ASSESSMENT CRITERION RANGE 
    Administrative problems that may arise include machines breaking down (e.g. Photocopiers), downtime on computers, loss of information, ink cartridges expiring on photocopiers and printers.
     

    ASSESSMENT CRITERION 3 
    Effective reporting on unresolved problems is ensured so that overall support services and own function is not hindered. 

    ASSESSMENT CRITERION 4 
    Suppliers are contacted where relevant to resolve problems or source more stocks.

    Apply organisational skills to fulfil instructions.

    ASSESSMENT CRITERION 1 
    Typical organisational skills required for administrative support services are explained in relation to own Local Government context. 
    ASSESSMENT CRITERION RANGE 
    Organisational skills include processing information and documentation, typing up, circulating and storing documentation, receiving and processing instructions, solving organisational related problems, managing own schedules and times to fulfil instructions and activities required for support services, managing one's own time effectively.
     

    ASSESSMENT CRITERION 2 
    Appropriate time management skills are applied in order to ensure that tasks and instructions are processed correctly and timeously. 

    ASSESSMENT CRITERION 3 
    Methods and protocols for giving and receiving feedback and asking questions relating to instructions are identified and applied in own work context. 

    ASSESSMENT CRITERION 4 
    Methods and protocols for resolving problems relating to instructions and tasks are identified and applied to own work context.

    Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
