PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners seeking to enter Local Government structures and wishing to acquire general competences related to the functioning of Local Government. This unit standard enables a learner to identify the core municipal planning processes with particular emphasis on Local Economic Development (LED) and Integrated Development Planning (IDP).

The qualifying learner is capable of:
  • Identifying and discussing core municipal planning processes.
  • Explaining the broad guidelines for Integrated Development Planning (IDP).
  • Explaining the importance of Local Economic Development (LED).
  • Explaining LED in the context of IDP.

    The purpose of municipal planning is explained with examples. 

    ASSESSMENT CRITERION 2 
    The typical municipal programmes that affect overall planning processes are discussed with examples. 

    ASSESSMENT CRITERION 3 
    The various core municipal processes are identified and discussed briefly in relation to their inputs to municipal planning. 
    ASSESSMENT CRITERION RANGE 
    Core municipal processes include but are not limited to municipal Integrated Development Planning (IDP), municipal budgeting, municipal performance management, public participation and citizen involvement, LED (Local Economic Development).
     

    SPECIFIC OUTCOME 2 
    Explain the broad guidelines for Integrated Development Planning (IDP).

    ASSESSMENT CRITERION 1 
    The concept of IDP is explained with reference to current projects underway in local government. 

    ASSESSMENT CRITERION 2 
    The various role players to ensure IDP success are discussed in relation to their broad roles and functions. 
    ASSESSMENT CRITERION RANGE 
    Role players include but are not limited to councillors, ward committees, relevant sectors and government departments, the community.
     

    ASSESSMENT CRITERION 3 
    The IDP process is explained with reference to a typical project within local government. 
    ASSESSMENT CRITERION RANGE 
    The process includes but is not limited to needs assessment, setting goals, collecting information for solutions, choosing a course of action, implementation and good project management, monitoring and evaluation.
     

    ASSESSMENT CRITERION 4 
    The concept of developmental planning is discussed in relation to typical Local Government service delivery objectives. 
    ASSESSMENT CRITERION RANGE 
    Developmental planning includes but is not limited to democratic, participatory and accountable government, equitable service delivery, social and economic development, the coordinated use of resources.
     

    SPECIFIC OUTCOME 3 
    Explain the importance of Local Economic Development(LED). 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The concept of LED is explained with examples. 

    ASSESSMENT CRITERION 2 
    The key principles underlying LED are discussed in relation to current local government projects and plans underway. 
    ASSESSMENT CRITERION RANGE 
    Key principles of LED include but are not limited to poverty and unemployment alleviation, the various communities that LED affects, various factors that influence LED, the things that LED seeks to promote, eg. Local ownership, community involvement, resource utilisation to support LED.
     

    ASSESSMENT CRITERION 3 
    The various partners that can ensure the success of LED are identified and their roles in LED are discussed with examples. 

    ASSESSMENT CRITERION 4 
    The key strategies that affect LED are explained in relation to current municipal projects underway. 
    ASSESSMENT CRITERION RANGE 
    Key strategies include but are not limited to infrastructure development, promoting tourism, municipal procurement policies, marketing the municipality.

  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
