PURPOSE OF THE UNIT STANDARD 
This unit standard will be useful to people who are required to operate a locomotive underground.

People credited with this unit standard are able to:
  • Explain the specified requirements regarding the operating of a locomotive.
  • Prepare to operate the locomotive.
  • Operate the locomotive.
  • Perform post-operating activities.

    The skills, knowledge and understanding demonstrated within this unit standard contribute to social and economic transformation and the upliftment and economic growth of the mining and minerals sector by operating a locomotive underground as part of the mining process.

    This unit standard is intended to promote general skills, knowledge and understanding of persons responsible for operating a locomotive underground in the mining and minerals sector in order to ensure knowledgeable, competent and informed workers. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The credit calculation is based on the assumption that learners are already competent in terms of the following outcomes or areas of learning when starting to learn towards this unit standard:
  • Follow basic occupational health and safety practices underground at NQF Level 1.

    At least one out of the following range of locomotives must be selected:
  • Battery locomotive.
  • Diesel locomotive.

    The explanation of the significant risks and consequences associated with the workplace hazards pertaining to the operating of a locomotive, is according to specified requirements. 
    ASSESSMENT CRITERION RANGE 
    Workplace hazards must include:
  • Unsafe ground conditions.
  • Unsafe track conditions.
  • Restricted areas.
  • Obstructions.
  • Fouling areas and stopping points.
  • Fire.
  • Exposure to unsafe Electrical connections.
  • Working under unsafe roof or sidewalls.

    The required personal protective equipment is available, fit for purpose, in good working order and used according to specified requirements. 

    ASSESSMENT CRITERION 2 
    The required tools, material and equipment are available at the locomotive, in good working order and fit for purpose according to specified requirements. 

    ASSESSMENT CRITERION 3 
    The area where the locomotive is operated is continuously examined for workplace hazards and such hazards are dealt with according to specified requirements. 
    ASSESSMENT CRITERION RANGE 
    Workplace hazards must include:
  • Unsafe ground conditions.
  • Unsafe track conditions.
  • Restricted areas.
  • Obstructions.
  • Fouling areas and stopping points.

    A pre-use examination is conducted on the locomotive and sub-standard conditions are dealt with according to specified requirements.

    The explanation of the consequences to safety, occupational health and production, if specified requirements are not adhered to whilst preparing to operate the locomotive, is according to specified requirements. 
    ASSESSMENT CRITERION RANGE 
    Range must include consequences of non-adherence to specified requirements in terms of:
  • Personal protective equipment.
  • Selection and examination of tools, material and equipment.
  • Continuous area examination.
  • Pre-use examination.

    ASSESSMENT CRITERION 1 
    The locomotive is operated according to specified requirements. 
    ASSESSMENT CRITERION RANGE 
    Range must include and is applicable to either a battery locomotive or a diesel locomotive or an electric locomotive:
  • Moving the locomotive in both directions.
  • Maintaining the required travelling speed.
  • Stopping the locomotive.
  • Negotiating bends, doors, traffic control systems, barricades and rail turnouts.
  • Locking-out of the locomotive.
     

  • ASSESSMENT CRITERION 2 
    Tools and equipment are used in accordance with specified requirements and in line with accepted ergonomic principles. 

    ASSESSMENT CRITERION 3 
    Work-related hazards are dealt with according to specified requirements. 
    ASSESSMENT CRITERION RANGE 
    Work-related hazards must include:
  • Operating an inadequately maintained locomotive.
  • Speeding.
  • Working in the proximity of moving rolling stock.
  • Persons in proximity of the locomotive.

    Notes to Assessors:

    Assessors should keep the following principles in mind when designing and conducting assessments against this unit standard:
  • Focus the assessment activities on gathering evidence in terms of the main outcome expressed in the title to ensure assessment is integrated rather than fragmented. Remember we want to declare the person competent in terms of the title. Where assessment at title level is unmanageable, focus assessment around each specific outcome, or groups of specific outcomes.
  • Make sure evidence is gathered across the entire range, wherever it applies. Assessment activities should be as close to the real performance as possible, and where simulations or role-plays are used, there should be supporting evidence to show the learner is able to perform in the real situation.
  • Do not focus the assessment activities on each assessment criterion. Rather make sure the assessment activities focus on outcomes and are sufficient to enable evidence to be gathered around all the assessment criteria.
  • The assessment criteria provide the specifications against which assessment judgements should be made. In most cases, knowledge can be inferred from the quality of the performances, but in other cases, knowledge and understanding will have to be tested through questioning techniques. Where this is required, there will be assessment criteria to specify the standard required.
  • The task of the assessor is to gather sufficient evidence, of the prescribed type and quality, as specified in this unit standard, that the learner can achieve the outcomes again and again and again. This means assessors will have to judge how many repeat performances are required before they believe the performance is reproducible.
  • All assessments should be conducted in line with the following well documented principles of assessment: appropriateness, fairness, manageability, integration into work or learning, validity, direct, authentic, sufficient, systematic, open and consistent.
