PURPOSE OF THE UNIT STANDARD 
A learner achieving this unit standard will be able to demonstrate an understanding of the role and function of a governance structure in relation to its stakeholders, the affiliation process, as well as the relative roles of elected leaders and managers within a sports organisation at major club, provincial and national level. Furthermore, the learner will be able to form a community-based structure and develop a constitution.

This unit standard, combined with other core and elective Sport unit standards in the National Certificate in Sport Management (NQF Level 5) will provide the learner with the competence to practice supervisory and managerial skills.

In particular, on completion of this unit standard, the learner is able to:
  • Explain the need for, the function of governance structures in sport.
  • Explain the boundaries between elected leaders and appointed managers.
  • Explain the role of a governance structure in relation to its stakeholders.
  • Apply suitable processes in the formation of a sport structure at different levels.
  • Explain the purpose of a constitution in the context of a sport organisation.

    In addition they will be well positioned to extend their learning and practice into other areas of Sport, Recreation or Fitness disciplines, or to strive towards professional standards and practices at higher levels.

  • Relevant unit standards at NQF Level 4 either through a previous qualification or through the Recognition of Prior Learning (RPL), which assesses workplace-based experiential learning.

    The need for the sport and fitness industry to adhere to the principles of good governance is explained and the need to strive to meet standards of international best practice is communicated to the key role-players. 

    ASSESSMENT CRITERION 2 
    The seven key pillars of good governance are identified and summarised in terms of their relevance. 

    ASSESSMENT CRITERION 3 
    Governance structures are explained with respect to lines of responsibility and accountability of management and officials.

    Boards, committees, councils, co-operatives, clubs, associations, federations, voluntary organisations, private organisations, section 21 companies, government structures and commissions.

    Explain the boundaries between elected leaders and appointed managers.

    The roles, responsibilities and related powers of elected leaders and managers are identified and described in the context of a sports governing body.

    Accountability and responsibility of the elected leaders and managers are differentiated in the context of a sports organisation.

    The portfolios with related functions are identified and defined within the sports organisation.

    Explain the role of a governance structure in relation to its stakeholders.

    ASSESSMENT CRITERION 1 
    The purpose of incorporating the principle of fairness in good governance is explained in terms of giving due consideration to the interests of all stakeholders. 

    ASSESSMENT CRITERION 2 
    Stakeholders are informed of the role of governance. 
    ASSESSMENT CRITERION RANGE 
    Clients, constituents, members, donors, government, supporter groups, advocacy groups, monitoring groups, shareholders, franchises.

    The organogram of a sports organisation at provincial and national level is described and attached to the functions of the portfolios.

    Explain the processes that are relevant to the formation of a sport structure at different levels.

    ASSESSMENT CRITERION 1 
    Community and sport authorities are identified and consulted to ensure their inclusion in the formation of a sport structure. 

    ASSESSMENT CRITERION 2 
    Values of the community are identified and given due consideration with respect to the formation of a sport structure at various levels. 

    ASSESSMENT CRITERION 3 
    Factors are listed that would enhance the promotion of the sport at different levels. 

    ASSESSMENT CRITERION 4 
    The need for free and fair elections is elaborated upon to ensure adequate representation of stakeholders.

    Explain the purpose of a constitution in the context of a sports organisation.

    ASSESSMENT CRITERION 1 
    The aim and purpose of a constitution is explained and its relevant points noted that relate to the specific needs of the sports organisation. 

    ASSESSMENT CRITERION 2 
    Key clauses are identified and the nature of their content is discussed and examined before inclusion in the constitution. 

    ASSESSMENT CRITERION 3 
    A code of ethics is drafted and include in the proposed constitution.
