PURPOSE OF THE UNIT STANDARD 
The learner achieving this unit standard will be able to:
  • Integrate management theories and approaches in a complex work setting.
  • Integrate management functions across projects and programmes.
  • Implement a matrix management plan to ensure efficiency across multiple extension projects and programmes in an extension unit.
  • Organise and manage an extension unit.

    This unit standard is for extension personnel in the agricultural field to apply the principles of extension management.

    This unit standard will contribute to the qualitative development of learners by providing skills and knowledge of communication, project management and general extension management principles. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that the learner attempting this unit standard should have the following knowledge in place or the following Unit Standards in place:
  • Assist with the organisation and management of extension and development, NQF Level 6.
  • Promote and maintain professionalism in extension, NQF Level 6.

    Complex work area/settings refers to but is not limited to multiple geographic areas, number of disciplines, duration of strategy, multiplicity of strategies, whole and interlinking systems.

    Extension units are analysed and interpreted in terms of selecting appropriate management approaches.

    Members of the extension unit are consulted to engage their views in issues of performance.

    Appropriate management approaches are selected in accordance with the assessment. 

    ASSESSMENT CRITERION 4 
    An integrated management programme using the selected approaches and incorporating input from member of the extension unit is designed to improve performance of the extension unit.

    The management programme is recorded in a format that facilitates monitoring and evaluation of progress including goals and indicators for improved performance.

    The extension projects and programmes within an extension unit are analysed to identify management support requirements. 

    ASSESSMENT CRITERION 2 
    Management support requirements for extension projects and programmes in the unit are confirmed in consultation with the relevant coordinators and managers. 

    ASSESSMENT CRITERION 3 
    Management support requirements are analysed to establish a framework for establishing a matrix management plan to rationalise management support. 

    ASSESSMENT CRITERION 4 
    Management efficiency standards are established in line with the assessment and agreed framework. 

    ASSESSMENT CRITERION 5 
    A matrix management plan is developed and communicated to provide for efficient integrated management support of extension projects.

    Implement a matrix management plan to ensure efficiency across multiple extension projects and programmes in an extension unit.

    ASSESSMENT CRITERION 1 
    Processes, systems and resources needed to implement the matrix management plan are established within the operational standards of the extension unit/organisation. 

    ASSESSMENT CRITERION 2 
    Team members are authorised to complete the plan in compliance within the operational standards of the extension unit/organisation. 

    ASSESSMENT CRITERION 3 
    The matrix management plan is implemented according to design and adjustments are made to maintain the desired level of efficiency. 

    ASSESSMENT CRITERION 4 
    All relevant stakeholders are kept informed of progress in the required format and timeframe. 

    ASSESSMENT CRITERION 5 
    Records relevant to the plan are kept in the required formats and places and are current, complete, and concise.

    The situation in which the extension unit will operate is described and analysed to establish a framework for management. 

    ASSESSMENT CRITERION 2 
    The purpose and expected outcomes of the extension unit are identified and described in accordance with the agreed framework and in keeping with the principles of management. 

    ASSESSMENT CRITERION 3 
    An overall management plan is developed to achieve the agreed expected outcomes including a work plan, performance indicators, timeframes, action plans and budgets. 

    ASSESSMENT CRITERION 4 
    The work plan is implemented in keeping operational standards of the extension unit/organisation. 

    ASSESSMENT CRITERION 5 
    The performance of the extension unit is monitored and evaluated against the agreed outcomes and work plan and adjustments based on regular reflection on outcomes.

  • An individual wishing to be assessed, (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.
