PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for individuals whose duties and responsibilities include the management of cultural heritage resources and sites in their operational areas. Management implementation will be based on relevant/appropriate cultural heritage resource/site plans.

Individuals credited with this unit standard will be able to assist in heritage management planning activities by drafting a cultural heritage resource/site plan given the context of relevant legislation, protected area objectives, and local community customs, both past and present cultures as well as historical and archaeological sites. Resulting competencies will enable the learner to assist in implementing cultural heritage resource & site management requirements, monitoring implementation and revision of the plan.

Persons credited with this unit standard will be able to:
  • Contextualise cultural heritage resource management within the Learner's operational area.
  • Assist in the development of a cultural heritage resources management plan.
  • Supervise the implementation of the cultural heritage site plan.
  • Supervise the monitoring of a cultural heritage resources management plan. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that the learner is competent in Communication and Mathematical Literacy at NQF Level 4.

    It is assumed that the learner has attained the unit standards "Implement Cultural Resources Heritage Management in the Field" NQF Level 2 and "Orientate, navigate, use and create maps in conservation areas" NQF Level 2 or respective equivalent competencies.

    The "Apply basic conservation management planning" NQF Level 5 Unit standard is complimentary to this unit standard and it is advised.

    Demonstration of the knowledge and skills outlined in this unit standard must be consistent with the principles of:
  • Maintaining essential ecological processes and life-support systems.
  • Maintaining genetic, species and ecosystem diversity.
  • Maintaining cultural heritage resources.

    Learners should have a basic understanding of social rights and responsibilities within the operational area, whilst ensuring sustainable utilisation of sites.

    Site identification should reflect an understanding of the key concepts and principles underlying cultural heritage resources management and should include consideration of different cultural origins.

    Categories of sites should be explained in the context of local, regional and/or sub-regional history. Qualifying learners should be able to list what activities are legally allowed, or not allowed, at cultural heritage sites. Their explanation should reflect an elementary understanding of the way in which legislation contributes to cultural heritage resources management.

    Learning should focus on an understanding and implementation of cultural heritage resource management plans. Implementation should include various role-players and stakeholders. Attention should also focus on the necessity for planning, at a basic level. Different management techniques are explored, with an emphasis on sites that receive public visitation and/or sites rated as extremely significant and/or valuable.

    Site management should occur within the context of public participation and consultation. The qualifying learner's explanation should indicate an understanding of a management plan.

    Qualifying learners should be able to perform routine maintenance within rules and regulations pertaining to management plans.
