PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners in the various fields of law enforcement, sovereignty of the state, military science, statutory intelligence and private security who recruit and maintain informers for the purpose of assisting in the prevention and resolving of crime. The learner will also be able to interview informers and building a trustworthy relationship with informers as well as utilize informers during the investigation process.

A person credited with this unit standard will be able to:
  • Assess the need for recruiting informers.
  • Recruit informers.
  • Handle informers.

    The phrase "manage informers" should be understood to include the recruitment of informers and the maintaining of relationships with informers.

    Assess the need for recruiting informers. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Current prescripts pertaining to the recruitment of informers are assessed in order to adhere to them. 
    ASSESSMENT CRITERION RANGE 
    Prescripts refer to but are not limited to specific organizational procedures, policies and directives.
     

    ASSESSMENT CRITERION 2 
    The role of informers in prevention and investigation processes is assessed to establish their influence on these processes. 

    ASSESSMENT CRITERION 3 
    The need for the recruitment of informers is assessed in order to influence the outcome of law enforcement processes. 
    ASSESSMENT CRITERION RANGE 
    Law enforcement processes may refer to but is not limited to reporting of crime, prevention of crime, investigation of crime, and any other processes which form part of private investigation processes.
     

    ASSESSMENT CRITERION 4 
    The use of informers in certain situations is assessed in terms of the potential advantages and disadvantages. 

    ASSESSMENT CRITERION 5 
    Types of informers are described in line with their different uses. 
    ASSESSMENT CRITERION RANGE 
    Type of informers must also include the categorizing of informers.

    ASSESSMENT CRITERION 1 
    Recruitment procedures of informers are explained in line with organizational specific procedures. 

    ASSESSMENT CRITERION 2 
    Aspects to be taken into account during the recruitment of informers are evaluated in order to determine the suitability of the candidates. 
    ASSESSMENT CRITERION RANGE 
    Aspects may refer to but are not limited to trustworthiness, agendas, safety measures and nature of the inciden.
     

    ASSESSMENT CRITERION 3 
    Methods to recruit informers are assessed in terms of when and how they should be used. 

    ASSESSMENT CRITERION 4 
    A recruited informer is assessed in order to compile a profile. 
    ASSESSMENT CRITERION RANGE 
    A profile of the recruited informer must include personal information, financial background, area of knowledge, personality and field of expertise and do not refer to an anonymous informer.

    Handle informers. 
    OUTCOME RANGE 
    Handle refers to but is not limited to the utilization of informers for various purposes.

    ASSESSMENT CRITERION 1 
    The profile of the informer is compared to the modus operandi of the incident for selection purposes. 

    ASSESSMENT CRITERION 2 
    The purpose of briefing and debriefing sessions is assessed for use when establishing a relationship with the informer. 
    ASSESSMENT CRITERION RANGE 
    Relationship building may include but is not limited to the determination of the value of information provided, confidentiality, building/maintaining relationships and trustworthiness.
     

    ASSESSMENT CRITERION 3 
    Information obtained from informers is analyzed in order to sift and verify the quality of the information. 

    ASSESSMENT CRITERION 4 
    The differences between reliable, unreliable, and disinformation is evaluated in terms of the integrity/value of the information and the agenda of the informer. 

    ASSESSMENT CRITERION 5 
    Ways of tasking informers are analyzed in line with the nature of the incident and information at hand. 
    ASSESSMENT CRITERION RANGE 
    Ways may include written, verbal, electronic, telephone, short message system (sms), facsimile and one-on-one interview.
     

    ASSESSMENT CRITERION 6 
    The application of the reward systems is assessed in order to establish the need for rewarding the informer. 
    ASSESSMENT CRITERION RANGE 
    Reward systems may include but is not limited to rewards, incentives, ad hoc payments, in-kind rewards and operational advance.
     

    ASSESSMENT CRITERION 7 
    Feedback processes are evaluated in line with the need the investigation. 
    ASSESSMENT CRITERION RANGE 
    Need refers to the frequency of the investigation which refer to the nature of the incident, absentia of information and status of the case/incident.
     

    ASSESSMENT CRITERION 8 
    The application of the termination processes are evaluated in order to make an informed decision regarding the future use of informers. 
    ASSESSMENT CRITERION RANGE 
    The application process must include the determination of the impact of the effectiveness of informers in relation to success rate of crime/incident investigation processes.
     


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Any individual who wishes to be assessed against this unit standard (including assessment of RPL) may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or with an ETQA, that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA. Assessors must be competent in the outcome of the Unit Standard.
  • Any institution offering learning that will enable achievement of this unit standard or assessing this unit standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA according to the moderation guidelines in the relevant qualification and the relevant ETQA procedures.
