PURPOSE OF THE UNIT STANDARD 
The National Land Transportation Transition Act was promulgated to accelerate the transformation of land transportation in the country. While the Act deals with many issues, learners completing this standard will focus on those aspects related to the work of a traffic official.

Learners credited with this standard will be able to:
  • Demonstrate an understanding of the National Land Transportation Transition Act.
  • Apply knowledge of permits and operating licences. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
  • Communication at NQF Level 3.
  • Mathematical Literacy at NQF Level 3. 

  • UNIT STANDARD RANGE 
    This should include relevant aspects/sections of the Road Transportation Act, Road Traffic Act, National Road Traffic Act, Cross-Border Act, Minibus Act, and the applicable Provincial Acts of the nine provinces.

    An explanation is given of the duties and activities of the traffic officer as prescribed in the National Land Transportation Transition Act. 

    ASSESSMENT CRITERION 2 
    A description is given of the aims and objectives of the National Land Transport Act. 

    ASSESSMENT CRITERION 3 
    A description is given of the aims and objectives of the National Integrated Land Transport Information System. 
    ASSESSMENT CRITERION RANGE 
    An explanation is given of the roles and responsibilities of key traffic related structures in the Act.
     

    ASSESSMENT CRITERION 4 
    An explanation is given of the roles and responsibilities of key traffic related structures in the Act. 
    ASSESSMENT CRITERION RANGE 
    This includes but is not limited to the Ministry of Transport, Operating Licensing Board, the Registrar and the Local Traffic Authorities.
     

    ASSESSMENT CRITERION 5 
    A description is given of the types of plans required by the Act and those responsible for preparing them. 
    ASSESSMENT CRITERION RANGE 
    Plans include the National Land Transport Strategic Framework, Provincial Land Transport Frameworks, Operating Licences Strategies, Rationalisation Plans, Public Transport Plans, Current Public Transport Records and Integrated Transport Plans.

    A description is given of the types of licences and the techniques to verify their authenticity. 

    ASSESSMENT CRITERION 4 
    A description is given of the types of vehicles that may be used for public transport and those exempted by legislation. 

    ASSESSMENT CRITERION 5 
    A description is given of the regulations governing the granting of operating licences. 

    ASSESSMENT CRITERION 6 
    A description is given of the duties of the holder of an operating licence. 

    ASSESSMENT CRITERION 7 
    An explanation is given of the powers of authorising officers. 

    ASSESSMENT CRITERION 8 
    The impoundment procedures are applied in terms of legislation and standard operating procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this Unit Standard or assessing this Unit Standard must be accredited as a provider with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
