PURPOSE OF THE UNIT STANDARD 
This unit standard is for persons who have to ensure that workers, the public and all relevant people are safe, when work has to be done on or next to a road in and urban area.

A person credited with this unit standard will be able to:
  • Select and set up temporary road signs and barriers at road works to ensure the safety of pedestrians, motorists and workers, when any work has to be done in a road or next to a road on the pavement.

    This unit standard will contribute to the full development of the learner within the electrical engineering and construction environment by providing recognition, further mobility and transportability within the field of Physical Planning and Construction. The skills, knowledge and understanding demonstrated within this unit standard are essential for social and economic transformation and upliftment within the electrical engineering and construction environment.

    LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    The following knowledge, skills attitude and/or equivalent:
  • ABET 4 or equivalent.

    UNIT STANDARD RANGE 
  • Equipment includes but is not limited to temporary road signs, cones, sign stands, lamp stands, barricades, personal safety equipment and equipment to do the work.
  • Type of road works include but is not limited to excavations, repairing of water pipes, working on electrical cables, repairing of roads, cutting of trees and repairing street lights.
  • Setting out procedures includes but is not limited to two-way roads, on sidewalks, closing of one lane near an intersection, closing of a road, one-way street, intersections, dual roads and the closing of one lane in the middle of a block.
  • Time of roadwork safety includes day and night.

    Plan the work task. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Job instructions are interpreted and a sequence of operation is determined. 

    ASSESSMENT CRITERION 2 
    The correct temporary road signs and equipment are selected to meet the requirements of the job according to worksite procedures and statutory requirements. 

    ASSESSMENT CRITERION 3 
    All equipment is inspected for high visibility and defects are reported to the supervisor. 

    ASSESSMENT CRITERION 4 
    All equipment loaded on to a suitable vehicle according to the road traffic act. 

    SPECIFIC OUTCOME 2 
    Ensure the safe loading and offloading of equipment and workers on vehicles for transporting. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Vehicle is checked according to worksite procedures. 

    ASSESSMENT CRITERION 2 
    Equipment to be transported is suitably placed and secured on the vehicle. 

    ASSESSMENT CRITERION 3 
    Workers to be transported are safely accommodated on the vehicle according to worksite procedures and the Road Traffic and Road Transport Legislation. 

    ASSESSMENT CRITERION 4 
    Flagman is correctly placed and the correct instructions are given to ensure the safe offloading of equipment and workers. 

    SPECIFIC OUTCOME 3 
    Set-up temporary road signs. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Correct flagging signals are used to control the traffic. 

    ASSESSMENT CRITERION 2 
    Equipment and workers are offloaded correctly according to the road traffic act. 

    ASSESSMENT CRITERION 3 
    Temporary signs and equipment are placed at the correct intervals, clearly visible and in the correct sequence according to the road traffic act. 

    ASSESSMENT CRITERION 4 
    Workplace is demarcated to ensure the safety of the worker as well as the public, according to worksite procedures and the road traffic act. 

    SPECIFIC OUTCOME 4 
    Completion of the task. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Work area is restored to a serviceable condition according to worksite procedures and to ensure the safety of pedestrians and motorists or anybody else using the road or pavement. 

    ASSESSMENT CRITERION 2 
    Signs and equipment are removed in the correct sequence including the person with the flag. 

    ASSESSMENT CRITERION 3 
    Correct loading and transporting of the equipment and workers is exercised according to the road traffic act. 

    ASSESSMENT CRITERION 4 
    Temporary signs and equipment are correctly off loaded, cleaned, stored and damaged equipment is reported according to worksite procedures. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider through the relevant ETQA by SAQA.
  • Moderation of assessment will be overseen by the relevant ETQA according to the moderation guidelines in the relevant qualification and the agreed ETQA procedures.

    UNIT STANDARD ESSENTIAL EMBEDDED KNOWLEDGE 
    The learner must understand and be able to:
  • Interpret instructions pertaining to the safety at road works.
  • Execute applicable sections of the Occupational Health and Safety Act.
  • Select the applicable road signs.
  • Load workmen and equipment on the vehicle so that it is safe to drive on a public road.
  • Lay out the signs at road works.
  • Remove the road signs at road works on completion of the task.
  • Restore the worksite according to work site procedures.
