PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for learners who wish to work in the maritime environment. This Unit Standard will give the learner the opportunity to develop essential knowledge of safety procedures so as to ensure the safety of personnel during routine and special operations as well as emergency conditions.

A learner credited with this unit standard will be able to:
  • Demonstrate knowledge of safety procedures on a ship.
  • Monitor and maintain safety of the work environment.
  • Demonstrate knowledge of safety procedures associated with radiation hazard.
  • Describe safety procedures associated with firearms, weapons and ammunition onboard a ship.

    SPECIFIC OUTCOME 1 
    Demonstrate knowledge of safety procedures on a ship. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A description is given of safety procedures and precautions for the carrying out of maintenance repair or replenishment work. 

    ASSESSMENT CRITERION 2 
    Special instructions appropriate to the conditions and consistent with safety procedures are given to personnel prior to the carrying out of maintenance, repair or replenishment work being scheduled. 
    ASSESSMENT CRITERION RANGE 
    Instructions refers to instruction related to the safety of the ship and equipment, use of a fire arm, controlling security at main entrance point, safety of personnel in inclement weather and heavy surging.
     

    ASSESSMENT CRITERION 3 
    The appropriate safety equipment is selected according to the task at hand. 

    ASSESSMENT CRITERION 4 
    Safety equipment is used in accordance with intended purpose. 

    ASSESSMENT CRITERION 5 
    Safety equipment is checked for serviceability. 

    SPECIFIC OUTCOME 2 
    Monitor and maintain safety of the work environment. 
    OUTCOME RANGE 
    Work environment includes working aloft, working over the ship's side, embarking ammunition, refuelling, welding, turning rotating weapons or directors in harbour, operating engines in harbour and diving operations. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A description is given of safety precautions required to be taken to eliminate potential hazards and injury to ship personnel. 
    ASSESSMENT CRITERION RANGE 
    Hazards include welding, cathodic protection, ammunition, explosives and pyrotechnics and combustible materials.
     

    ASSESSMENT CRITERION 2 
    A description is given of work activity safety procedures taken to prevent injury to personnel. 
    ASSESSMENT CRITERION RANGE 
    Work activity includes personnel working over the side of the ship, personal working aloft and routine safety precautions such as turning main engines and engaging shafts, operating sonar in harbour.
     

    ASSESSMENT CRITERION 3 
    Measures to ensure safe diving operations are applied according to the rules and regulations associated with diving operations. 

    ASSESSMENT CRITERION 4 
    An explanation is given of safety rules and guidelines associated with harbour traffic. 

    ASSESSMENT CRITERION 5 
    Warning notices are placed where regulations state the need for such notices or a hazard exists. 

    ASSESSMENT CRITERION 6 
    Fendering exercises are carried out in a manner that provides maximum protection to the vessel during berthing and while alongside. 

    ASSESSMENT CRITERION 7 
    Berthing hawsers are prepared for application in heavy weather. 

    SPECIFIC OUTCOME 3 
    Demonstrate knowledge of safety procedures associated with radiation hazard. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A description is given of safety procedures and precautions associated with high frequency transmissions, radiation system components and radiation hazard areas. 
    ASSESSMENT CRITERION RANGE 
    Procedures includes the procedures for monitoring and reporting radiation levels, the procedures for the issuing and safekeeping of radiation hazard keys and the procedure safe entry of radiation hazard areas.
     

    ASSESSMENT CRITERION 2 
    Radiation system components are located and identified on systems drawings and on the ship. 
    ASSESSMENT CRITERION RANGE 
    Radiation system components include high frequency radios, high power radio transmitters, rotating equipment on upper deck, radars, lasers, sonar, radars, lasers and sonar's.
     

    ASSESSMENT CRITERION 3 
    A description is given of the purpose of radiation system components. 

    ASSESSMENT CRITERION 4 
    A description is given of the identification of and preventative radiation hazard measures associated with helicopter operations. 

    ASSESSMENT CRITERION 5 
    A description is given of procedures for the dressing with reference to the dangers of rigging flags in close proximity to rotating and high power transmitting equipment on the upper deck and mast. 
    ASSESSMENT CRITERION RANGE 
    Dangers include radiation health hazards; hazards associated with rotating equipment and line entanglement.
     

    SPECIFIC OUTCOME 4 
    Describe and apply safety procedures associated weapons and ammunition onboard a ship. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    An explanation is given of safety procedures for the handling of weapons on a ship in terms of standard operating procedures. 
    ASSESSMENT CRITERION RANGE 
  • The description includes measures to eliminate potential hazards and injury to personnel.
  • Safety procedures include procedures for informing appropriate personnel, embarkation of a firearm, receipt and re-issue firearm and safe stowage of firearm.
     

  • ASSESSMENT CRITERION 2 
    An explanation is given of the safety procedures and precautions for replenishing ammunition for a ship in harbour according to standard operating procedures. 

    ASSESSMENT CRITERION 3 
    An explanation is given of procedures for safely entering magazines with reference to the consequences of non-compliance in terms of the associated disciplinary code. 
    ASSESSMENT CRITERION RANGE 
    Non-compliance includes loitering in magazine areas, smoking in magazine areas and tampering with explosives or pyrotechnics in magazines.
