PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for learners within the Sovereignty of the State sub-field who wish to work in the maritime environment as a warfare operations officer on a warship. The learner successfully completing this Unit Standard will gain the essential knowledge and practical skills required of a warfare operations officer who assists, as part of a planning team, in planning naval operations.

The competencies achieved by the learner in this Unit Standard will contribute to the preservation of human life and the defence of South African warships, territorial waters and/or area of responsibility, thus providing a safer and secure society for South African citizens.

Learners credited with this unit standard will be able to:

  • Establish emission control and security policies.
  • Allocate weapons and systems at the planning stage.

    ASSESSMENT CRITERION 1 
    The mission instruction is categorised and interpreted so as to determine the required actions. 
    ASSESSMENT CRITERION RANGE 
    Categorised refers to identifying the instructions origin and security classification.
     

    ASSESSMENT CRITERION 2 
    Planning for the required action is conducted from which clear force preparation guidelines are given and staff duties are assigned to those under tactical command. 
    ASSESSMENT CRITERION RANGE 
    The required action can include planning for joint maritime exercises and operations.
     

    ASSESSMENT CRITERION 3 
    The mission plan is formulated in accordance with command instructions and available intelligence while ensuring team involvement is appropriate to the classification of the order and the potential contribution of the team member.

    The mission plan must include details as mission location, mission duration, mission approach, threat, special personnel and/or equipment, force size, roles and responsibilities and contingency plans.

    Passage and navigational planning is conducted with the requirements of the mission and makes provision for controllable and uncontrollable elements.

    The mission plan is communicated to key personnel at a level of detail appropriate to each target group and an opportunity is given for feedback and questions of clarification.

    Written instructions are drawn up which accurately reflect the mission plan and provide guidance for further briefings to personnel affected by the planned operations.

    The types of communication required for the mission are identified and set up to meet the requirements of the mission.

    Communication security is promoted by assigning specific roles, responsibilities and authority to the signal intelligence organisation with respect to signal transmission.

    Requirements in terms of signal writing, release and reception are clearly articulated to role-players.

    OUTCOME RANGE 
    Emissions include radar, acoustic, radio, electronic counter-measures and laser emissions.

    ASSESSMENT CRITERION 1 
    The source, type and likely application of detectable emissions are analysed according to mission requirements. 

    ASSESSMENT CRITERION 2 
    The risks and possible counter measures for transmission frequencies and strengths of emissions are evaluated for various stages of the mission. 

    ASSESSMENT CRITERION 3 
    A emission control plan is drawn up which clarifies the rules for testing and use of equipment causing emissions during the mission. 

    ASSESSMENT CRITERION 4 
    Emission control and security is promoted by assigning specific roles, responsibilities and authority to the intelligence organisation with respect to use of equipment and emissions. 

    ASSESSMENT CRITERION 5 
    The execution of the emission control plan is monitored and managed in accordance with mission security requirements and intelligence and/or detection needs.

    Type of weapons to counter anticipated threat and/or carry out the mission aim are pre-allocated in accordance with recognised naval doctrine and tactics.

    Weapons and munitions allocated for the mission plan are secured and loaded as per standard operating procedures. 

    ASSESSMENT CRITERION 3 
    Documentation necessary for the weapons and required munitions request is completed as per standard operating procedures.

    Designation of vessels is clarified in terms of mission aim and anticipated threat and communicated to relevant command personnel.
