PURPOSE OF THE UNIT STANDARD 
This unit standard is useful for people who are required to issue, control or apply for licences to mine, deal in and/or process diamonds.

Learners credited with this unit standard are able to:
  • Identify and describe the legislation governing the licensing of activities relating to diamonds.
  • Explain the requirements and obligations for obtaining the various diamond licenses.
  • Explain the powers to control the currency of licenses.

    The skills, knowledge and understanding demonstrated within this unit standard are essential for social and economic transformation and contribute to the upliftment and economic growth of the mining and minerals sector, particularly in the aspect of beneficiation.

    This unit standard is intended to promote general skills, knowledge and understanding of processing of diamond gemstones in the mining and minerals sector in order to ensure knowledgeable and informed workers.

    It is assumed that learners are already competent in:
  • History, structure and operations of the diamond processing industry. 

  • UNIT STANDARD RANGE 
    The scope and context applies to the conversion of rough diamond gemstones into cut and polished diamond gemstones for sale into local and international markets.

    The legislation governing the issue of licenses relating to diamonds is identified in terms of the right to prospect, mine, possess, deal in and process diamonds. 

    ASSESSMENT CRITERION 2 
    The requirements of the legislation delegating the authority to issue, monitor and revoke the respective licenses are described. 

    ASSESSMENT CRITERION 3 
    The process that controls the applications for and issue of licenses is described in terms of statutory structures and industry practice. 

    SPECIFIC OUTCOME 2 
    Explain the requirements and obligations for obtaining the various diamond licenses.

    The requirements to qualify for the respective licences are described in terms of the relevant criteria applied by the issuing authority.

    The requirements for issue of special permits are described in terms of the relevant criteria applied by the issuing authority.

    The obligations on parties issued with licenses are explained in terms of practices, legislation and disclosure.

    The role of the SA Diamond Board in issuing licences relating to diamonds is described and relevant forms are identified.

    The circumstances are described under which law enforcement agencies may act in relation to the powers of revocation, confiscation or other delegated authority.
