PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for persons that are required to carry out fire compliance inspections of transport, buildings, facilities and installations. Learners will be provided with knowledge and skills to be able to determine the causes of fires and be exposed to the legislation and applicable standards including by-laws that govern the industry in relation to fire safety aspects.

Persons credited with this unit standard will be competent in:
  • Conducting a fire safety inspection at a workplace.
  • Conducting a workplace fire safety risk survey.
  • Determining causes of fires.

    SPECIFIC OUTCOME 1 
    Conduct a fire safety inspection at a workplace.

  • Warehouses, shopping malls, public assembly, offices, hospitals, hotels and storage facilities.

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    A checklist for fire safety is compiled to measure compliance with legislation governing fire safety. 

    ASSESSMENT CRITERION 2 
    Inspection at the workplace is conducted to determine compliance with the legislation governing fire safety. 

    ASSESSMENT CRITERION 3 
    A report is compiled that reflects the findings and recommendations of the inspection. 

    ASSESSMENT CRITERION 4 
    The purpose of a follow-up inspection is explained in terms of legislation. 

    SPECIFIC OUTCOME 2 
    Conduct a workplace fire safety risk survey. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    A risk profile is developed from fire safety related information that is gathered at the workplace. 

    ASSESSMENT CRITERION 2 
    A site plan is generated indicating specific risk areas for briefing purposes. 
    ASSESSMENT CRITERION RANGE 
    Site plan refers to but is not limited to accessibility, points of egress, water supplies, safe refuge areas, control points, areas of high risk and fire protection equipment.
     

    ASSESSMENT CRITERION 3 
    A pre-incident plan is generated that provides clear guidance in the event of an emergency. 

    ASSESSMENT CRITERION 4 
    The pre-incident plan is communicated to all role-players in accordance with company policy. 
    ASSESSMENT CRITERION RANGE 
    Role-players include but are not limited fire service personnel, organisation personnel and affiliated agency staff.
     

    ASSESSMENT CRITERION 5 
    The plan is assessed in terms of its effectiveness in determining further remedial actions. 

    ASSESSMENT CRITERION 6 
    Resources required for the implementation of the plan are allocated in terms of standard operating procedures and are appropriate to the plan. 

    SPECIFIC OUTCOME 3 
    Determine causes of fires.

    ASSESSMENT CRITERION 1 
    The process for determining causes of fires is explained in accordance with workplace procedures and relevant legislation. 

    ASSESSMENT CRITERION 2 
    The roles and responsibilities of the emergency services (fire and rescue operations) are explained in terms of functions to be performed in specific situations. 

    ASSESSMENT CRITERION 3 
    Types of fires are analysed in terms of potential causes. 

    ASSESSMENT CRITERION 4 
    Information is collected and evaluated to determine the primary cause of a fire within industry acceptable parameters. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed against the unit standard (including through RPL) may apply to an assessment agency, assessor or provider institution accredited by the relevant Education and Training Quality Assurance body (ETQA), or one with an appropriate memorandum of understanding (MOU) with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or one with an appropriate MOU with the relevant ETQA.
  • Any institution offering learning that will enable achievement of this unit standard, or assessing this unit standard, must be accredited as a provider with the relevant ETQA, or one with an appropriate MOU with the relevant ETQA.
  • Moderation of assessment will be conducted by the relevant ETQA, or one with an appropriate MOU with the relevant ETQA.
  • Moderation should include both internal and external moderation where applicable.
