PURPOSE OF THE UNIT STANDARD 
This unit standard is intended for Fire and Rescue personnel who may be required to respond to and direct rescue operations in marine incidents and/or emergencies occurring within inland or ground water. Learners will be equipped with knowledge and skills to search for, and provide aid to persons, ships or other craft such as vehicles, and aircraft that are, or are feared to be, in distress or imminent danger in relation to firefighting.

On completion of this unit standard learners will be able to:
  • Demonstrate knowledge of local marine geography.
  • Devise a rescue strategy.
  • Implement an incident plan for rescue operations.

    SPECIFIC OUTCOME 1 
    Demonstrate knowledge of local marine geography. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    Information relating to marine geography is analysed and explained in terms of factors that could affect potential rescue operations. 
    ASSESSMENT CRITERION RANGE 
    Information refers to but is not limited to landmarks, known hazards to vessels, tide movements, water depth, navigation routes.
     

    ASSESSMENT CRITERION 2 
    The effect of weather on ground water or sea conditions is explained in terms of the impact on the fire and rescue operations. 

    ASSESSMENT CRITERION 3 
    Potential dangers inherent in marine emergencies are identified and explained in terms of safe rescue operations. 
    ASSESSMENT CRITERION RANGE 
    Potential dangers refer to but are not limited to drowning, explosion of ships or craft, burning, adverse weather conditions such as tide movements.
     

    ASSESSMENT CRITERION 4 
    Marine weather forecasts or visual evidence are used to predict weather changes for the safe operation of rescue vessels in a marine environment.

    Devise a rescue strategy in a marine environment. 

    ASSESSMENT CRITERIA     

    ASSESSMENT CRITERION 1 
    The situation at an emergency site is analysed and a strategy to perform fire and rescue operations is devised that is suited to the situation. 
    ASSESSMENT CRITERION RANGE 
    Situation includes but is not limited to numbers of people in the craft and in the water, tide movements and likely weather changes.
     

    ASSESSMENT CRITERION 2 
    A route is determined and communicated to rescue personnel that will ensure the safe passage of rescue vehicles and equipment. 

    ASSESSMENT CRITERION 3 
    The elements of a rescue strategy are described in terms of priorities, expected outcomes and risks. 
    ASSESSMENT CRITERION RANGE 
    Elements include but are not limited to own equipment, resources and emergency site equipment, people and environment.
     

    ASSESSMENT CRITERION 4 
    Resources required for a fire and rescue operation are identified and quantified to meet current and foreseeable conditions.

    A situation report and incident action plan are developed and communicated to all other agencies and vessels in accordance with organisational policies.

    The procedure to communicate the need for additional assistance is explained in terms of organisational policy.

    The welfare of rescue personnel is monitored in order to take the relevant action to minimise risk.

  • Any individual wishing to be assessed (including through RPL) against this unit standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
