PURPOSE OF THE UNIT STANDARD 
The purpose of this standard is to ensure that learners understand the role and function of national and international aviation regulatory bodies. In addition, to the standard provides them with an understand of relevant legislation to give them an overview of the legal or regulatory framework within which they operate.

Learners credited with this Unit Standard will be capable of:
  • Explaining the role and functions of international aviation regulatory bodies.
  • Explaining the role and functions of regional and national aviation and transport regulatory bodies.
  • Discussing South African legislation pertaining to aviation and airport operations.

    Explain the role and functions of international aviation regulatory bodies. 
    OUTCOME RANGE 
    Including but not limited to International Civil Aviation Organisation (ICAO), International Air Transport Association (IATA). World Health Organisation (WHO), European Aviation safety Authority (EASA).

    ASSESSMENT CRITERION 1 
    The aims and areas of responsibility of ICAO are described in terms of it being the main organisation within international aviation. 

    ASSESSMENT CRITERION 2 
    Other regulatory bodies are described in terms of their areas of responsibility. 

    ASSESSMENT CRITERION 3 
    The relationship between ICAO and the other regulatory bodies is explored to show the inter-relationships among them. 

    ASSESSMENT CRITERION 4 
    The consequences of non-compliance and non-affiliation to international aviation bodies are explained to show the importance of these networks.

    Explain the role and functions of regional and national aviation regulatory bodies.

    Regulatory bodies include but are not limited to African Civil Aviation Commission (AFCAC), South African Civil Aviation Authority (SACAA), and Military Aviation Authority.

    The consequences of non-compliance and/or non-affiliation to these bodies are explained to show their importance in regional and national aviation.

    Discuss South African legislation pertaining to aviation and airport operations.

    ASSESSMENT CRITERION 1 
    The relevant aspects of the current South African Aviation Act are explained to show the role of the legislation nationally. 

    ASSESSMENT CRITERION 2 
    The relevant aspects of the current Road Traffic Act are explained in terms of its application in airport operations. 

    ASSESSMENT CRITERION 3 
    The Airside Vehicle Operator Permit (AVOP) is explained in terms of how AVOP relates to the Road Traffic Act. 

    ASSESSMENT CRITERION 4 
    The difference between airport operators and airport authorities is explained in terms of their responsibilities.

    Explanation should to include national and municipal aviation structures.

    The relationship between civil and military aviation is described in terms of matters of jurisdiction. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
