PURPOSE OF THE UNIT STANDARD 
An important part of an inspectors work is pro active and assertive and thereby preventing cruelty to animals.

The unit standard reflects this need, and learners credited with it will be able to:
  • Determine where, within a defined area of authority, animals may be in need of assistance or upliftment.
  • Develop a routine plan of action to visit such places.
  • Evaluate the animals and their circumstances on such visits.
  • Decide on the degree and urgency of action required, if any.
  • Act accordingly.

    SPECIFIC OUTCOME 1 
    Identify paces where animals may be in need of assistance. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Design and maintain a checklist according to categories of places where animals may be kept or used. 
    ASSESSMENT CRITERION RANGE 
    Categories include but are not limited to pet shops, security animals, traction animals, grooming parlours, wildlife parks, abattoirs, riding stables, kennels and catteries, and indigent areas.
     

    ASSESSMENT CRITERION 2 
    Full details of contacts, locations, animals and their circumstances are maintained in each of the categories as appropriate. 

    ASSESSMENT CRITERION 3 
    A system is in place to ensure timely awareness of sporadic events and new places involving animals. 
    ASSESSMENT CRITERION RANGE 
  • Sporadic events include circuses, game sales, horse, cat and dog shows, and agricultural shows.
  • New places include those newly adopted by hawkers.
     

  • SPECIFIC OUTCOME 2 
    Develop a fundamental plan of action. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    A schedule is drawn up, intervals between visits taking cognizance of perceived importance, locations and demands of reactive work. 

    ASSESSMENT CRITERION 2 
    Preparation for visits is made according to established checklists and routine protocols. 

    ASSESSMENT CRITERION 3 
    Action taken is monitored against the plan. 

    SPECIFIC OUTCOME 3 
    Recognise the need for appropriate action at the scene. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Observations are made on all of the animals and their circumstances at the scene. 

    ASSESSMENT CRITERION 2 
    Urgent action is taken where delay will cause unnecessary pain or distress to an animal. 

    ASSESSMENT CRITERION 3 
    Observations are recorded in note-form and photographically if appropriate. 

    SPECIFIC OUTCOME 4 
    Respond according to the condition of the animals and their circumstances.

    ASSESSMENT CRITERION 1 
    Factual findings are given to the person or persons in charge of the animals and/or establishment. 

    ASSESSMENT CRITERION 2 
    Credit is given to the persons involved for positive aspects of the animals and their circumstances, if appropriate. 

    ASSESSMENT CRITERION 3 
    A decision is made based on the observations of the conditions of the animals, and their environment, followed by the appropriate action. 
    ASSESSMENT CRITERION RANGE 
    Actions include giving advice on improvements, rescues, issuing written warnings, confiscations and notices according to legal requirements.
     

    ASSESSMENT CRITERION 4 
    If the situation necessitates, a lay or expert witness is considered and acted upon. 
    ASSESSMENT CRITERION RANGE 
    Expert witnesses may include veterinarians, animal behaviourists, and nutritional experts.
