PURPOSE OF THE UNIT STANDARD 
Learners who are assessed as competent against this unit standard will be able to develop and implement project, personnel and reporting administration. These competencies complement the other core management competencies and contribute to the development of a professional community of Civil Engineering Construction Managers.

The qualifying learner will be capable of:
  • Developing and implementing reporting systems on a construction project.
  • Monitoring implementation of project record keeping and personnel administration.
  • Measuring and calculating quantities and produce payment certificates.
  • Preparing and conducting meetings.

    Reporting systems are developed in accordance with company procedures and in conjunction with senior management.

    Data for reports are sourced and verified in accordance with project requirements and organizational procedures.

    Reports are compiled in accordance with the prescribed format. 

    ASSESSMENT CRITERION 4 
    Reports are submitted in accordance with prescribed deadlines and organizational procedures.

    Records are maintained in accordance with site procedures and quality management systems.

    Site records include, but are not limited to:
  • Instructions and variation orders, site diary, correspondence and confirmation of verbal instructions, contract documents and drawings, drawing control system, personnel records, Health and Safety records, plant, equipment, tools and materials records, quality records, activity reports and environmental records.

    Data is retrieved and provided in the form and manner appropriate to the needs of recipients.

    Personnel administration is implemented in accordance with site, quality and H.R. procedures and requirements. 
    ASSESSMENT CRITERION RANGE 
    Personnel administration includes, but is not limited to:
  • Time log sheets, wage registers and payment, disciplinary and grievance procedural documentation, training records and documentation, contract of employment, including termination of employment contract, personnel files, e.g. leave documentation, allocation of personal and safety equipment.

    Meetings include, but is not limited to:
  • Meetings with client/architect/engineer, project staff and team meetings, quality, safety, productivity and in-company meetings, including meetings with senior management.

    Feedback from meetings are given to team members and other relevant parties according to meeting outcomes.

    Follow up actions subsequent to meetings are implemented according to meeting outcomes. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against the qualification must be registered as an assessor with the relevant Education, Training, Quality, Assurance (ETQA) Body, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this qualification must be accredited as a provider with the relevant Education, Training, Quality, Assurance (ETQA) Body, or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant Education, Training, Quality, Assurance (ETQA) Body, or by an ETQA that has a Memorandum of Understanding with the relevant ETQA, according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described in the associated unit standards.
  • Anyone wishing to be assessed against this qualification may apply to be assessed by any assessment agency, assessor or provider institution that is accredited by the relevant ETQA.
