PURPOSE OF THE UNIT STANDARD 
This Unit Standard is for learners who are already managers of functions or aspiring to become managers of functions. This Unit Standard meets the needs of the sector and of the society by providing competent function managers who, by being able to strategically lead their function, contribute to the effective management of the function.

The learner successfully completing this Unit Standard will gain essential knowledge and practical skills required to develop a vision for a function and then apply the necessary leadership skills needed to promote the vision within their function.

Learners credited with this standard will be able to:
  • Develop the vision for the function.
  • Describe the leader's role within the function in relation to the vision.
  • Improve own leadership within the function. 

  • LEARNING ASSUMED TO BE IN PLACE AND RECOGNITION OF PRIOR LEARNING 
    It is assumed that the learner has the following knowledge and skills:
  • Communication at NQF Level 5.

    Function refers to the core task or responsibility carried out by a department, directorate or group within an organisation or entity. Human Capital is the refers to the quality of labor resources which can be improved through investments, education, and training.

    Develop the vision for the function.

    The purpose of the function is defined in accordance with overall entity strategy and delivery objectives. 

    ASSESSMENT CRITERION 2 
    The vision of the entity is analysed so as to ensure alignment with the vision of the function. 

    ASSESSMENT CRITERION 3 
    The overall delivery objectives and purpose of the entity are analysed so as to ensure alignment with the vision of the function. 

    ASSESSMENT CRITERION 4 
    Performance objectives of the function are analysed when generating the vision. 

    ASSESSMENT CRITERION 5 
    The managers and staff of the function are consulted and their input used in the development of the vision of the function. 

    SPECIFIC OUTCOME 2 
    Describe the leader's role within the function in relation to the vision.

    The desired role of the leader within the function is analysed in terms of success criteria. 

    ASSESSMENT CRITERION 2 
    The role of the leader is analysed in terms of critical aspects. 
    ASSESSMENT CRITERION RANGE 
    Critical aspects include but are not limited to sharing and promoting the vision, promoting the function within the entity, promoting the value-add to the broader entity, inspiring people to work towards the achievement of the vision and providing support for managers.
     

    ASSESSMENT CRITERION 3 
    The role of the leader in relation to other managers within the function and leaders in other functions is analysed to obtain a general perspective of leader practice within the entity. 

    SPECIFIC OUTCOME 3 
    Improve own leadership within the function.

    ASSESSMENT CRITERION 1 
    The leadership role within the function is analysed by consultation and engagement within own function and other functions on current and desired role of leaders. 

    ASSESSMENT CRITERION 2 
    Own leadership capabilities are analysed against the analysis of the required leadership role in order to improve leadership within the function. 

    ASSESSMENT CRITERION 3 
    A leadership improvement plan is developed according to a variety of aspects. 
    ASSESSMENT CRITERION RANGE 
    Aspects include but are not limited to emotional, social and spiritual intelligence, gender mainstreaming, diversity and disability management, leader's role in adding value to the function within the entity and the leader's mentoring role in relation to the managers in the function.

    The plan is aligned to the vision of the function. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • An individual wishing to be assessed (including through RPL) against this Unit Standard may apply to an assessment agency, assessor or provider institution accredited by the relevant ETQA, or an ETQA that has a Memorandum of Understanding with the relevant ETQA.
  • Anyone assessing a learner against this Unit Standard must be registered as an assessor with the relevant ETQA or with an ETQA that has a Memorandum of Understanding with the relevant ETQA.
