PURPOSE OF THE UNIT STANDARD 
This unit standard is for learners who participate as referees to control and manage a football game and the players where the acquisition of competence against this unit standard will add value to one's job and capabilities and an insight into the laws of the game and the mechanics of officiating football.

The qualifying learner is capable of:
  • Explaining the purpose and philosophy of officiating a football game.
  • Demonstrating an understanding of the field of play.
  • Planning and preparing for the game.
  • Applying the powers and duties of a referee to control the match.
  • Using proper football mechanics to officiate the football game.
  • Reporting on the proceedings of the game.

    The purpose and philosophy of officiating a football game is explained within the context of the roles and responsibilities of an umpiring a football game.

    The roles and responsibilities of a referee are identified and explained in terms of the football laws.

    Laws governing the football game are explained in terms of their levels according to international standards.

    Techniques to control the game are applied in terms of the FIFA guidelines.

    Equipment relevant for a football game is checked for correctness using a checklist.

    The effective use of officiating signals when officiating a football game is demonstrated with examples.

    Time is kept reflecting on different times of a match (injury time, referee time and official time) in terms of timekeeping requirements to control the football game.

    An understanding of the international score sheet is described in terms of its features.

    A report is compiled in terms of standard form used in the sector.

    Documents are completed correctly and handed over to statics office and media. 


    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA policies specify otherwise.
  • Moderation should also encompass achievement of the competence described both in individual unit standard as well as the integrated competence described in the qualification.

    When conducting assessments, assessors must ensure that they are familiar with the full text of the unit standards being assessed. Assessors must ensure that the assessment covers the specific outcomes, critical cross-field outcomes and essential embedded knowledge by developing assessment activities and tools, which are appropriate to the contexts in which the learners are working. These activities and tools may include self-assessment, peer assessment, formative and summative assessment. It may be more effective and efficient to assess a number of unit standards together in an integrated way, thus reducing the overall number of assessments and ensuring that commonalities that exist between a number of unit standards are captured in a way that makes sense for assessment.
