PURPOSE OF THE UNIT STANDARD 
The purpose of this unit standard is provide learners with knowledge and skills to referee a tournament on all inter-provincial, provincial and national tournaments in accordance with the International Badminton Federation (BWF) requirements to ensure that matches are umpired fairly and administered correctly.

This unit standard also allows for transformation within the Sport of Badminton, as learners become models for other learners. It is envisaged that this exemplary conduct would attract quality people to aspire to join the ranks of the Badminton South Africa technical officials.

Learners credited with this unit standard would be capable of:
  • Interpreting and applying competition rules and regulations to facilitate effective badminton tournament.
  • Identifying and explaining all relevant logistical arrangements for a tournament.
  • Assessing conditions for the game.
  • Refereeing a tournament.
  • Administering the tournament as laid out in the competition rules.

    ASSESSMENT CRITERION 1 
    Competition regulations are explained in relation to the umpiring a badminton tournament. 

    ASSESSMENT CRITERION 2 
    The duties of an umpire are outlined in relation to the badminton tournament according to International Badminton Federation (BWF)/Badminton South Africa Court Officials (BSACO) laws and by-laws. 

    SPECIFIC OUTCOME 2 
    Identify and explain all relevant logistical arrangements for a tournament. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    The utilisation of courts and officials equipment is verified in order to ensure compliance with BWF and BSACO statute and manual. 
    ASSESSMENT CRITERION RANGE 
    Equipment includes but is not limited to competition net, scoring device, net measuring sticks, score sheets, clipboards, stop-watches, yellow and red cards.
     

    ASSESSMENT CRITERION 2 
    All logistical arrangements are coordinated in accordance with BWF/BSACO laws and by-laws. 
    ASSESSMENT CRITERION RANGE 
    Logistical arrangements include but are not limited to athletes' accommodation transportation and changing rooms.

    Assess conditions for the game.

    The environment facilities and resources to ensure compliance with the requirements of the tournament.

    Drug testing facilities are assessed to ensure that they adhere to the BWF and BSA Statute and Manual.

    All medical requirements are identified and assessed to ensure that they meet the requirements according to the BWF and BSA Statute and Manual.

    All media functions and facilities are co-ordinated to ensure their availability.

    All ceremonies are co-ordinated and rehearsed to ensure that they meet the tournament requirements and standards.

    Umpires and managers briefings are conducted in accordance with BWF and BSA Statute and Manual.

    All umpires debriefings are facilitated after the tournament in accordance with badminton tournament procedures.

    ASSESSMENT CRITERION 1 
    The significance of ensuring that the competition is conducted in accordance with the rules and regulations of badminton is explained with examples. 

    ASSESSMENT CRITERION 2 
    An inspection is conducted to ensure that the players wear correct clothing for the event using a checklist. 

    ASSESSMENT CRITERION 3 
    The positions of line and service judges are identified and described for correct placement. 

    ASSESSMENT CRITERION 4 
    The toss with the players is conducted in accordance with the rules and regulations in order to allow the winning side to exercise their rights before warming up starts. 

    ASSESSMENT CRITERION 5 
    Breaches of rules and regulations are identified and interpreted to ensure that players for the tournament play accordingly. 

    ASSESSMENT CRITERION 6 
    Time management skills are demonstrated to ensure that the match is started with the opening announcement when warming up time elapses. 

    ASSESSMENT CRITERION 7 
    All signals used in a match are identified and executed in order effectively referee a tournament with minimal disruptions.

    Rules and regulations are adhered to in order to ensure the correct use of speed and quality shuttle.

    Administer the tournament as laid out in the competition rules.

    UNIT STANDARD ACCREDITATION AND MODERATION OPTIONS 
  • Assessment of learners occurs through providers accredited by Badminton South Africa Court Officials (BSACO) to provide training outcomes as specified by this unit standard in accordance with the relevant ETQA's policies and procedures.
  • Anyone assessing a learner against this unit standard must be registered as an assessor with BSACO in accordance with the relevant ETQA's policies and procedures.
  • Any institution offering learning that will enable achievement of this unit standard must be accredited as a provider with a relevant BSACO.
  • The relevant BSACO according to the moderation guidelines in accordance with the relevant ETQA's policies and procedures.
  • BSACO procedures will oversee moderation of assessment in accordance with the relevant ETQA's policies and procedures and is responsible for moderation of learner achievements of learners who meet the requirements of this unit standard.
  • Anyone assessing a learner or moderating the assessment of a learner against this unit standard must be registered as an assessor with the relevant ETQA.
  • Any institution offering learning that will enable the achievement of this unit standard must be accredited as a provider with the relevant ETQA.
  • Assessment and moderation of assessment will be overseen by the relevant ETQA according to the ETQA's policies and guidelines for assessment and moderation.
  • Moderation must include both internal and external moderation of assessments at exit points of the qualification, unless ETQA policies specify otherwise. Moderation should also encompass achievement of the competence described both in individual unit standard as well as the integrated competence described in the qualification.

    UNIT STANDARD CCFO IDENTIFYING 
    Refereeing a tournament entails identifying and solving problems during the tournament while applying the laws and by-laws set out in the International Badminton Federation (BWF) Statute as well as administering the tournament according to tournament rules.

Using a calculator, electronically and mechanical scoring devices according to the International Badminton Federation Statute ensures accuracy and fair treatment of all contestants.

    Integrated Assessment:

    When conducting assessments, assessors must ensure that they are familiar with the full text of the unit standards being assessed. Assessors must ensure that the assessment covers the specific outcomes, critical cross-field outcomes and essential embedded knowledge by developing assessment activities and tools, which are appropriate to the contexts in which the learners are working. These activities and tools may include self-assessment, peer assessment, formative and summative assessment. It may be more effective and efficient to assess a number of unit standards together in an integrated way, thus reducing the overall number of assessments and ensuring that commonalities that exist between a number of unit standards are captured in a way that makes sense for assessment.
