PURPOSE OF THE UNIT STANDARD 
The person credited with this unit standard will be able to control fire fighting operations on board ship and organise, train fire parties. They will also be able to inspect and service fire detection, extinguishing systems and equipment, and investigate and compile reports on incidents involving shipboard fires.

The qualifying learner is capable of:
  • Describing the control of fire fighting operations on board ship.

  • This unit standard involves the competence to deal with fire fighting management activities on a sea going vessel and can demonstrate competence by practical exercises and instruction conducted under approved and truly realistic training conditions (e.g simulated shipboard conditions) using approved equipment and systems and in darkness.

    Describe the control of fire fighting operations on board ship. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    Fire-fighting procedures at sea and in port are explained with reference to organisation, tactics and command. 

    ASSESSMENT CRITERION 2 
    The effects of using water for fire extinguishing are explained with seagoing maritime specific examples. 

    ASSESSMENT CRITERION 3 
    The requirements for good communications and coordination during fire fighting operations are explained in terms of the impact on operations. 
    ASSESSMENT CRITERION RANGE 
    Communications may include but is not limited to the use of hand held radios, telephones, talk-back systems, radio telephone and VHF, cell phone and loud speakers.
     

    ASSESSMENT CRITERION 4 
    Fire-fighting process hazards are explained in terms of their effects on the fire fighting activity. 

    ASSESSMENT CRITERION 5 
    How to deal with engine room fires is explained with examples in terms of vessel design and operational specifications. 

    ASSESSMENT CRITERION 6 
    The fire precautions and hazards are explained in terms of the storage and handling of flammable ship's stores. 
    ASSESSMENT CRITERION RANGE 
    Fire precautions and hazards may include but are not limited to action of heat, water, oil, steam, carbon dioxide, foam, sand individually or in connection with each other on various chemicals; reactions of some cargoes with fire-fighting agents, oxidizing cargoes which may sustain a fire even when fire is smothered by extinguishing gas and spontaneous combustion of certain cargoes when exposed to air or when wet production of methane from coal cargoes.

    ASSESSMENT CRITERION 1 
    The use of the appropriate reference material/publications are explained in terms of determining the correct response for a fire for a given substance or cargo. 
    ASSESSMENT CRITERION RANGE 
    Should include but not limited to Emergency Procedures for Ships Carrying Dangerous Goods, emergency schedules of the Code of Safe Practise for Solid Bulk Cargoes and general index if International Maritime Dangerous Goods Guide.
     

    ASSESSMENT CRITERION 2 
    The necessity to manage and ensure the control of injured persons is explained with examples of the impact to life. 

    ASSESSMENT CRITERION 3 
    The process of preparing contingency plans and what needs to be taken in to account is explained with examples in terms of vessel design and operational specifications. 
    ASSESSMENT CRITERION RANGE 
    Contingency plans may include but is not limited to the assessment of areas of high risk of fire, areas where fire will endanger life, areas of danger if on fire or exposed to heat, availability of portable appliances in these areas to fight fires, use of fixed systems for major fires in these areas, rescue of victims from the affected area and evaluation of when to evacuate personnel from the fire.

    The order of priority, timing and sequence of actions is explained with examples appropriate to the overall requirements of the incident and to minimize damage and potential damage to the ship, injuries to personnel and impairment of the operational effectiveness of the ship.

    How prompt, accurate, complete and clear transmission of information is achieved is explained in terms of emergency procedures. 

    ASSESSMENT CRITERION 6 
    How personal safety is safeguarded at all times is explained in terms of fire control activities.

    ASSESSMENT CRITERION 1 
    The allocation of personnel to fire parties is explained with examples in terms of experience, physical characteristics, knowledge and legal requirements. 

    ASSESSMENT CRITERION 2 
    Fire control parties are created according to emergency plans and procedures. 

    ASSESSMENT CRITERION 3 
    Strategies and tactics for control of fires in various parts of the ship are determined according to the requirements of the ship and cargo. 

    ASSESSMENT CRITERION 4 
    Ship personnel are trained in fire fighting techniques in accordance with shipboard requirements. 
    ASSESSMENT CRITERION RANGE 
    Fire fighting techniques may include but are not limited to the use of different techniques for fighting different types of fire and handling different burning processes.
     

    SPECIFIC OUTCOME 4 
    Inspect and maintain fire fighting equipment. 
    OUTCOME RANGE 
    Fire fighting equipment may include but is not limited to fire alarms, fire detection equipment, portable and semi-portable fire-extinguishers, fireman's outfits, fire control plans and safety wallet, emergency fire pumps, emergency generators, salvage pumps, resuscitation equipment, emergency communication systems. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    How the operational effectiveness of all fire detection and extinguishing systems and equipment is maintained is explained in accordance with performance specification and legislative requirements. 

    ASSESSMENT CRITERION 2 
    The different types of fire fighting equipment are inspected in accordance with manufacturer's specifications and legislative requirements. 

    ASSESSMENT CRITERION 3 
    The different types of fire fighting equipment are maintenance and serviced in accordance with manufacturers specifications. 
    ASSESSMENT CRITERION RANGE 
    Servicing may include but not limited to routine testing and basic fault finding.
     

    ASSESSMENT CRITERION 4 
    The requirements of statutory and classification surveys are explained in terms of how these are. 

    ASSESSMENT CRITERION 5 
    Records of inspections, services, surveys and maintenance schedules are maintained in accordance with legislative and organisational requirements. 

    SPECIFIC OUTCOME 5 
    Investigate and compile reports on incidents involving shipboard fires. 

    ASSESSMENT CRITERIA
     

    ASSESSMENT CRITERION 1 
    An incident involving a fire is assessed is in terms of the cause of an incident. 
    ASSESSMENT CRITERION RANGE 
    The assessment may include but is not limited to timetable of the fire, fire watch, fire fighting operations, times of events, actions taken, position and nature of the fire, results of actions, follow-up procedures, fire fighting equipment state and use, personnel involved, casualties, number and cause and nature of injuries, damage to ship and to cargo, estimated damage caused by fire fighting operations compared to damage caused by fire and the extent to which ship or any ship's services have been effected by the fire.
     

    ASSESSMENT CRITERION 2 
    A report of such an incident is compiled in accordance with ships procedures and legislative requirements. 
    ASSESSMENT CRITERION RANGE 
    Report may include but is not limited to analysis and discussion of the facts, conclusions drawn from analysis and discussion.
     

    ASSESSMENT CRITERION 3 
    The effectiveness of countermeasures is evaluated in accordance with ships procedures and legislative requirements. 
    ASSESSMENT CRITERION RANGE 
    Countermeasures may include but is not limited to recommendations on actions to avoid recurrence of incident and recommendations to improve fire prevention and fire fighting procedures.
